Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

WHEREAS, Decree No. 03/2019/ND-CP dated January 4, 2019 of the Government on remote sensing activities;

WHEREAS, Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 67/2009/ND-CP dated August 3, 2009 of the Government amending and supplementing certain provisions of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations and Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product and Commodities Quality; Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

AT THE REQUEST OF THE DIRECTOR OF THE NATIONAL REMOTE SENSING CENTER, THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT;

THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ISSUES THIS CIRCULAR TO ISSUE NATIONAL TECHNICAL REGULATIONS ON THE PROCEDURE FOR ESTABLISHING A DATABASE OF LAND COVER LAYERS FOR GREENHOUSE GAS EMISSION CALCULATION USING OPTICAL REMOTE SENSING DATA.

Article 1. ATTACHED TO THIS CIRCULAR ARE NATIONAL TECHNICAL REGULATIONS ON THE PROCEDURE FOR ESTABLISHING A DATABASE OF LAND COVER LAYERS FOR GREENHOUSE GAS EMISSION CALCULATION USING OPTICAL REMOTE SENSING DATA, CODE QCVN 78:2023/BTNMT.

Article 2. Effective Date

THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 1, 2024.

Article 3. Implementation Organization

1. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, and relevant organizations and individuals are responsible for implementing this Circular.

2. THE DIRECTOR OF THE NATIONAL REMOTE SENSING CENTER SHALL BE RESPONSIBLE FOR GUIDING AND MONITORING THE IMPLEMENTATION OF THIS CIRCULAR.

3. IN CASE OF ANY DIFFICULTIES OR OBSTACLES DURING IMPLEMENTATION, THE CONCERNED AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS SHALL PROMPTLY REPORT TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT FOR REVIEW AND DECISION./.
