CIRCULAR

Issuing the Statistical Reporting System for the Education Sector

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and city gross domestic product indicators under the central government;

Pursuant to Decree No. 62/2024/NĐ-CP dated June 7, 2024 of the Government amending and supplementing certain articles and appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and city gross domestic product indicators under the central government;

Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of centralized statistical organizations and statistical organizations under ministries and ministerial-level agencies;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Information Technology;

The Minister of Education and Training issues this Circular on the Statistical Reporting System for the Education Sector.

Article 1. Scope of Regulation

This Circular stipulates the contents of the Statistical Reporting System for the Education Sector to collect statistical information within the national statistical indicator system assigned to the Ministry of Education and Training, the education sector's statistical indicator system, and to compile other statistical information to serve management requirements of the sector and field.

Article 2. Applicability

1. Agencies and organizations implementing the Statistical Reporting System for the Education Sector include: Departments of Education and Training of provinces and centrally governed cities, universities, academies, colleges, institutions offering undergraduate, master’s, and doctoral programs, teacher training colleges, colleges offering early childhood education programs, preparatory colleges (hereinafter referred to as agencies and units) and related organizations and individuals.

2. Higher education institutions under the Ministry of National Defense and the Ministry of Public Security shall not apply the provisions of this Circular.

Article 3. Contents of the Statistical Reporting System for the Education Sector

The contents of the Statistical Reporting System for the Education Sector include: Purpose, scope of statistics, applicable subjects, reporting units, units receiving reports, table symbols, reporting periods, deadlines for receiving reports, methods of submitting reports, and the list of report forms and explanations of statistical report forms attached.

1. Purpose

The Statistical Reporting System for the Education Sector applies to agencies and units to collect statistical information to meet the requirements of compiling the national statistical indicator system assigned to the Ministry of Education and Training, the education sector's statistical indicator system (issued by Circular No. 03/2024/TT-BGDĐT dated March 18, 2024 of the Minister of Education and Training), and to compile other statistical information to serve management requirements of the sector and field.

2. Scope of Statistics

Data reported in the system of forms fall within the management scope of agencies and units responsible for organizing the collection and compilation of statistical information, including statistical information from subordinate units and statistical information from units under their management.

3. Applicable Subjects

The applicable subjects are as prescribed in Article 2 of this Circular.

4. Reporting Units

The reporting unit is the agency or unit specifically noted in the upper right corner of each statistical report form.

5. Receiving Units

The unit receiving reports is the Ministry of Education and Training and is specifically noted in the upper right corner of each statistical report form, below the reporting unit.

6. Table Symbols

Table symbols consist of two parts: the number part and the letter part. The number part is numbered sequentially according to the report, and the letter part is abbreviated in uppercase letters, specifically: The first group of letters reflects the reporting period (beginning of the academic year - BN, end of the academic year - CN, academic year - N), the second group reflects the group of statistical indicators of the report.

7. Reporting Period and Deadline for Reporting:

a) The statistical reporting period is a specific time frame prescribed for agencies and units to present the results of their activities in numerical terms according to the criteria in the statistical report forms. The statistical reporting period for the education sector is calculated based on the academic year and is specifically noted under the name of each statistical report form;

b) The deadline for receiving reports is specifically noted in the upper left corner of each statistical form;

c) Regular Statistical Reports:

The statistical reporting period for education is calculated based on the academic year and the reporting deadline:

- Early childhood education, general education, continuing education, and special education reports are conducted twice annually:

+ Beginning of the academic year report: The reporting date is September 30, and the submission deadline is October 30.

+ End of the academic year report: The reporting date is May 31, and the submission deadline is June 30.

- Higher education, early childhood education at the college level, and preparatory college reports are conducted once annually: The reporting date is December 31, and the submission deadline is January 31 of the following year.

d) Other Statistical Reports:

Other statistical reports are carried out to assist the Minister of Education and Training in collecting information outside the statistical information collected and compiled according to the regular statistical reporting system. The content of other statistical reports is implemented according to the request documents of the Ministry of Education and Training.

8. Methods of Preparing and Submitting Reports

Statistical reports are prepared using the education sector database software system at the addresses https://csdl.moet.gov.vn and https://hemis.moet.gov.vn. Agencies and units extract statistical reports from the education sector database software system into electronic reports (verified with digital signatures of the head) or print paper copies (with the signature of the head, stamped) and submit them according to the deadlines specified on each form.

9. Report Forms and Explanations of Statistical Report Forms

The Statistical Reporting System for the Education Sector includes:

a) The list of statistical report forms prescribed in Appendix I issued together with this Circular;

b) Statistical report forms and explanations of statistical report forms prescribed in Appendix II issued together with this Circular.

Article 4. Effective date

1. This Circular takes effect from February 9, 2025.

2. Circular No. 24/2018/TT-BGDĐT dated September 28, 2018 on the Statistical Reporting System for the Education Sector ceases to be effective from the date this Circular takes effect.

3. In case the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.

Article 5. Responsibilities for Implementation

The Head of the Office, the Director of the Department of Information Technology, the Heads of relevant units under the Ministry of Education and Training; the Heads of ministries and central agencies directly managing higher education institutions, institutions offering bachelor's, master's, and doctoral programs, teacher training colleges, colleges offering early childhood education majors at the college level, preparatory universities; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training; the Heads of higher education institutions, institutions offering bachelor's, master's, and doctoral programs, teacher training colleges, colleges offering early childhood education majors at the college level, preparatory universities, and related agencies, organizations, units, and individuals are responsible for implementing this Circular./.
