CHAIRMAN OF THE PROVISIONAL DEMOCRATIC REPUBLIC OF VIETNAM GOVERNMENT
In accordance with the need for expenditure on government affairs,
In accordance with the requirements of national accounting regulations,
ISSUES THE FOLLOWING DECREE-LAW:
Article 1: The Ministry of Finance may withdraw funds from the Treasury at any time due to urgent necessity.
To withdraw funds, a receipt must be issued. This receipt must be recorded in a ledger with serial numbers and signed by the Minister or an authorized representative.
For authorization purposes, the Minister of Finance shall write an official letter informing the Director of the Treasury and attaching a sample signature of the authorized person.
Article 2: Each withdrawal may not exceed thirty thousand dong (300,000 đ), and the total monthly withdrawals may not exceed three million dong (3,000,000 đ).
Article 3: The expenditures mentioned in Article 1 above shall be recorded in a special account outside the budget of Indochina (Compte hors budget du Surintendant Général).
This account is called: "Urgent national affairs expenditure to be settled later" (Dépenses urgentes du Gouvernement à régulariser).
At the end of each month, the Central Treasury shall send a list of receipts issued under Article 1 above to the Financial Director for issuance of payment orders against the Indochina budget.
Article 4: Mr. Vu Ngoc Trac is designated to sign on the receipt mentioned in Article 1 to withdraw funds from the Treasury.
Article 5: The Minister of Finance shall be responsible for implementing this decree-law.
