DIRECTIVE

OF THE MINISTRY OF FORESTRY NO. 25-LN/KL ON JULY 2, 1986

REGARDING THE ORGANIZATION OF WOOD CONTROL.

The Chairman of the Council of Ministers issued Decision No. 78-CT on February 27, 1984 regarding the establishment of checkpoints along transportation routes and Decision No. 305-CT on June 29, 1984 approving the establishment of inter-sectoral checkpoints along national highways and provincial roads.

In recent times, the Ministry of Forestry has worked with provinces to review and rearrange the system of wood checkpoints, dissolving many unnecessary forest product checkpoints to transfer personnel to patrol and protect duties within forests and at forest gates.

However, recently, due to market management requirements, most districts have organized inter-sectoral checkpoints and arranged forest rangers to perform wood control tasks, leading to multiple wood checkpoints on a single route in a locality, causing traffic congestion for timber and creating inconvenience and corruption in wood control.

To promptly rectify this situation and comply with the decisions of the Chairman of the Council of Ministers regarding the establishment of inter-sectoral checkpoints along transportation routes, the Ministry of Forestry issues directives on the organization of wood control as follows:

1. The Forestry Departments shall arrange forest ranger forces to strengthen patrols and controls within forests and at forest gates to prevent and promptly handle illegal logging, felling, and transportation of forest products.

2. Forest rangers shall only participate in some inter-sectoral checkpoints (national) decided by the Council of Ministers according to the regulations of the Ministry of Forestry (with attached list) and inter-sectoral or specialized checkpoints decided by the Provincial People's Committees (as stipulated in Decision No. 8-CT dated February 27, 1984).

Apart from the aforementioned inter-sectoral and specialized checkpoints, forest rangers are strictly prohibited from participating in any form of organization to inspect or control forest products on national highways already guarded by inter-sectoral checkpoints.

3. If necessary, each district forestry inspection agency may establish a mobile forest product control team approved by the Provincial People's Committee and can only perform control duties at timber selling points and places suspected of unclear timber origins. They must not block roads for periodic inspections unless there is an urgent inspection order from a district chief or higher authority.

4. Staff assigned to perform wood control duties as mentioned in Point 2 must be sufficient to cover three shifts daily, possessing good qualities, technical knowledge, understanding state policies and laws, forestry management regulations, and special forest product management rules. They must wear uniforms, badges, insignias, and identification numbers of forest rangers.

5. During wood control, they must strictly follow Circular No. 9-LN/KL dated April 12, 1986 of the Ministry of Forestry regarding procedures for transporting timber and special forest products.

Wood control staff must not request additional documents.

Provinces are not allowed to add transport procedures for forest products. If local characteristics require additional procedures, the Provincial People's Committee must consult with the Ministry of Forestry, and implementation can only proceed after mutual agreement.

To strictly implement the above provisions, Forestry Departments and District Forest Ranger Agencies need to widely inform relevant agencies, units, and the public about local wood checkpoints (specialized and inter-sectoral), required transport procedures (Circular No. 9-LN/KL). They should coordinate with provincial sectors to check (sudden or regular) compliance with organizational and procedural regulations for wood control. Timely identify and address cases causing timber traffic congestion and corruption in wood control.

Every three months, Forestry Departments (District Forest Ranger Agencies) report to the Ministry (National Forest Ranger Agency) on the local wood control organization situation.

The National Forest Ranger Agency is responsible for monitoring, directing, summarizing, and reporting to the Ministry on the nationwide wood control organization situation.

Pursuant to the decisions of the People's Committee of Ho Chi Minh City and the People's Committee of Dak Lak Province, the Ministry of Forestry stipulates that the An Lac Forest Product Control Station (Binh Chanh District, Ho Chi Minh City) and the Cay Chan Intersection Forest Product Control Station (Dak Nong - Dak Lak) shall be designated as re-inspection stations for forest products (national).
