ISSUED BY THE MINISTRY OF FINANCE NUMBER 25-TC/TCCB ON FEBRUARY 2, 1990 REGARDING THE ESTABLISHMENT OF THE STATE TREASURY SYSTEM UNDER THE MINISTRY OF FINANCE
THE MINISTER OF FINANCE
WHEREAS Decree No. 196/HĐBT dated December 11, 1989 of the Council of Ministers stipulates the tasks, powers, and state management responsibilities of the Ministry;
WHEREAS, Decree No. 155/HĐBT dated October 15, 1988 of the Council of Ministers stipulates the functions, tasks, and organizational structure of the Ministry of Finance;
WHEREAS Decision No. 07/HĐBT dated January 4, 1990 of the Council of Ministers on the establishment of the State Treasury system under the Ministry of Finance;
DECISION:
Article 1. The State Treasury system under the Ministry of Finance shall be established as follows:
1. At the central level: establish the State Treasury General Department under the Ministry of Finance (referred to as the State Treasury General Department).
2. At the provincial and centrally-administered city levels (referred to as provinces): establish the State Treasury Branch under the State Treasury General Department.
3. At the district and equivalent level (referred to as counties): establish the State Treasury Sub-branch under the State Treasury Branch of the province.
Article 2. The State Treasury from the central to provincial and county levels is a public service organization under the National Finance-Credit-Insurance sector, having legal personality, its own seal, and accounts opened at banks for salaries and operating expenses.
The functions, organizational structure, salary system, bonuses, and fund contributions of the State Treasury system are specified in other documents.
Article 3. This Decision takes effect from April 1, 1990.
The Director of the State Treasury General Department, the Heads of the Personnel and Cadres Department, the Heads of units under the Ministry, the Directors of Provincial Finance Departments, and the Secretary-General of the Ministry are responsible for implementing this Decision.
