On Certain Policies to Build and Reform the Cultural and Artistic Cause
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
In order to build and reform cultural and artistic activities at a certain level and encourage the whole people to contribute their efforts and intellect to the cause of developing national culture;
Considering the proposal of the Minister of Culture and Information,
DECISION:
Article 1: Developing cultural and artistic activities with the characteristics of the Vietnamese nation is the responsibility and duty of the entire people. The State creates conditions, builds infrastructure, and equips means for the development of cultural and artistic activities with the characteristics of the Vietnamese nation.
Starting from 1993 and subsequent years, the state budget allocates funds annually for cultural and artistic activities, constructing large-scale cultural projects not aimed at business purposes but to meet the spiritual cultural needs of the people.
Article 2: Investment in specific programs is as follows:
1. Regarding the collection and preservation of cultural heritage:
- Allocate 100% of funding for the repair and restoration of revolutionary historical sites, those associated with the Party's activities and the national liberation war.
- Support part of the funding and mobilize all resources, including attracting foreign aid and investment, to preserve and restore other historical and cultural sites, including religious structures recognized as historical and cultural relics.
- Allocate 100% of funding for the collection, editing, compiling, long-term preservation, and dissemination of spiritual cultural products such as folk literature, dance forms, traditional musical tunes of ethnic groups, preserving traditional handicrafts, and various types of folk music...
The Ministry of Culture and Information will take the lead and coordinate with the State Planning Commission and the Ministry of Finance to develop programs for repairing historical sites and collecting cultural heritage to be included in the annual plan.
- Reorganize the system of museums nationwide to avoid overlapping functions and not to fragment them into many specialized museums. For now, the Ministry of Culture and Information will determine the relationship between the Revolutionary Museum, the Ho Chi Minh Museum, and the system of Ho Chi Minh Memorials, guiding the construction of memorials for revolutionary activists and cultural figures.
2. Regarding artistic units:
- Allocate 100% of funding for the creation of programs, regular training, and equipment for ethnic artistic units including Tuong, Cheo, Folk Songs, Cai Luong, Puppetry, and Central and local units of Musical Drama, Symphony Orchestra, and Circus.
- For collectives or families organizing artistic performance and teaching activities based on exploiting and disseminating traditional arts, traditional musical instruments, the State encourages and allocates a portion of funding to support.
3. Regarding library activities, book and newspaper publishing, and delivering books to remote areas:
- Reorganize the system of General Science Libraries and Specialized Libraries. The State allocates foreign currency funding for the National Library to supplement books and newspapers.
For now, the State supports funding to provide concentrated books and newspapers for some libraries in difficult regions, providing books and newspapers for schools in remote and isolated areas.
- Implement a commissioning system for some works written for children, some literary and artistic works about historical topics, about revolutionary wars, selected collections of revolutionary literary and artistic works by outstanding artists, memoirs of veteran revolutionaries, and popular and explanatory books of laws. The Ministry of Culture and Information and the Ministry of Justice are the agencies responsible for commissioning and ensuring the content of commissioned works, distributing these works to the library system and coordinating with the Ministry of Education and Training to deliver books to school libraries.
The Ministry of Finance will allocate annual funding for this purpose and monitor the implementation of annual book commissions.
- Support funding for modernizing working tools for some press agencies: People's Newspaper, People's Army Newspaper, Official Gazette.
4. Regarding artists performing in State artistic units:
The State provides additional allowances outside of salary due to the special nature of artistic performance activities, including regular training allowances, appearance allowances, and performance allowances for performances serving political tasks and serving rural and mountainous, island populations. The Ministry of Culture and Information, together with the Ministry of Finance and the Ministry of Labor, Invalids, and Social Affairs, will specifically decide on these allowances.
Article 3: The State supports creative activities such as restoring creators, allowances for fact-finding trips, supporting senior cultural and artistic activists, and encouraging young artists.
Article 4: Establish a Government Literary and Art Award Fund.
1. Annually, Literary and Art Associations organize the selection and commendation of the best works and projects in their respective fields.
2. The Ministry of Culture and Information will take the lead and work with Literary and Art Associations to select outstanding literary and artistic works for the Prime Minister to award.
Prepare the Prime Minister's award ceremony to commemorate the 50th anniversary of the August Revolution and National Day.
3. Those who have contributed to collecting valuable folk literary values, museum objects, and those who have preserved valuable spiritual cultural values, including traditional craft secrets, will be commended appropriately.
4. The Ministry of Finance will allocate a budget for the Prime Minister's Award Fund and Literary and Art Associations.
Article 5: The Ministry of Culture and Information will take the lead and work with relevant Ministries and Literary and Art Associations to establish forms, standards, and regulations for rewarding the subjects specified in Article 4, to be submitted to the Prime Minister for approval, while also providing detailed guidance for implementing Article 4.
Article 6: Ministers, Heads of government agencies, Chairmen of provincial and municipal People's Committees directly under the central government, Minister, Director of the Government Office are responsible for implementing this decision.
