Pursuant to Decree No. 01/1998/NĐ-CP dated January 3, 1998 of the Government on the system of local health organizations and Circular No. 02/1998/TTLT-BYT-BTCCBCP dated June 27, 1998 of the Ministry of Health and the Civil Service Organization Board under the Government guiding the implementation of Decree No. 01/1998/NĐ-CP;
Based on the proposal of the Director of the Personnel and Organization Department and the Director of the Treatment Department of the Ministry of Health.
Now hereby issuing along with this Decision the "

REGULATIONS

(Issued together with Decision No.: 2503/2002/QĐ-BYT dated July 1, 2002 of the Minister of Health)
I. POSITION, FUNCTIONS.

The Tuberculosis and Pulmonary Disease Hospital under the provincial Department of Health (hereinafter referred to as the provincial Tuberculosis and Pulmonary Disease Hospital) is a public health institution under the provincial Department of Health, with the function of diagnosing and treating patients with Tuberculosis and Pulmonary Diseases within the province.

The provincial Tuberculosis and Pulmonary Disease Hospital has legal personality, its own premises, its own seal, and is entitled to open an account at the state treasury.

II. TASKS:

1. Medical treatment.

a. Implementing outpatient and inpatient diagnosis and treatment for people suffering from Tuberculosis and Pulmonary Diseases within the province;

b. Receiving all emergency cases, severe cases, and complex cases that patients come to or are transferred from related healthcare facilities;

c. Participating in medical examinations and forensic medical examinations when requested by the Medical Examination Council or law enforcement agencies in the field of Tuberculosis and Pulmonary Diseases;

2. Line guidance.

a. Developing plans for tuberculosis and pulmonary disease prevention and control work for the population within the province, submitting them to the Director of the provincial Department of Health for approval, and organizing their implementation after approval;

b. Carrying out line guidance work, regularly inspecting activities related to tuberculosis and pulmonary disease prevention and control at lower levels, including non-public healthcare facilities; conducting periodic reviews and summaries; directing primary healthcare facilities to implement tuberculosis and pulmonary disease control programs in the community;

3. Disease prevention and health education.

a. Organizing health education campaigns about tuberculosis and pulmonary diseases in the community;

b. Cooperating with the Health Education Communication Center to develop plans and contents to participate with mass media outlets within the province in conducting health education campaigns to raise awareness about tuberculosis and pulmonary disease prevention among the population;

4. Staff training.

a. The Tuberculosis and Pulmonary Disease Hospital serves as a practical training base for teaching specialized courses;

b. Participating in the training and upgrading of professional skills for tuberculosis and pulmonary disease specialists at healthcare facilities within the province;

5. Scientific research.

a. Implementing scientific research projects and applying scientific advancements in the field of tuberculosis and pulmonary diseases at the grassroots level;

b. Conducting epidemiological studies in the field to support tuberculosis and pulmonary disease prevention and control efforts in the community;

6. International cooperation.

Cooperating with foreign organizations or individuals in the fields of expertise and technology according to the law;

7. Economic management.

a. Having plans for the effective use of resources and funds;

b. Strictly adhering to regulations on budget revenue and expenditure, timely and accurately settling accounts according to the law;

c. Generating funding from healthcare services: hospital fees, health insurance, foreign investment, and other organizations;

III. ORGANIZATIONAL STRUCTURE.

a. Leadership.

For hospitals with less than 100 inpatient beds:

- Planning and Coordination Department - Line Guidance,

- Nursing Department (nursing care),

- Organization and Administrative Department,

For hospitals with 100 or more inpatient beds:

- Planning and Coordination Department,

- Finance and Accounting Department.

- Line Guidance Department,

c. Departments.

Depending on the conditions, scale, and characteristics of each locality, departments may be organized as follows:

For hospitals with 100 or more inpatient beds:

- Planning and Coordination Department,

- Finance and Accounting Department.

- Outpatient and Emergency Department, - Tuberculosis Department,

- Extra-pulmonary Tuberculosis Department,

- Tuberculosis-HIV-Antibiotic Resistant Department,

- Pulmonary Disease Department,

- Pharmacy and Medical Supplies Department,

- Clinical Laboratory Department (laboratory tests, imaging diagnostics, and respiratory function tests),

- Infection Control Department,

- Nutrition Department,

- Rehabilitation, Physical Therapy, and Traditional Medicine Department.

2. Tasks of the Departments and Divisions.

The functions and tasks of the departments and divisions shall be carried out in accordance with the "Hospital Regulations" issued together with Decision No. 1895/BYT-QĐ dated September 19, 1997 of the Minister of Health. At the same time, they must comply with the regulations of a communicable disease treatment facility.

3.1 General Provisions.

a. Ensuring sufficient disinfection equipment and protective measures to prevent the spread of airborne pathogens and environmental contamination,

b. Providing covered spittoons lined with antiseptic,

c. Guiding patients to cough, spit, and spit in designated areas,

d. Regular health checks are conducted in the hospital.

3.2 Specific Provisions. In addition to complying with general infectious disease treatment facility regulations, special tuberculosis and pulmonary disease control measures must also be implemented.

a. Outpatient Department.

- Ensuring conditions to prevent the spread of airborne pathogens in the outpatient department,

- Carefully collecting patient history regarding tuberculosis and pulmonary diseases, epidemiological factors in the family and community, combining with appropriate diagnostic tools; when a patient tests positive for Mycobacterium tuberculosis, urgent procedures should be taken to admit them to the hospital; if multiple cases of tuberculosis are found in the same area with epidemic characteristics, immediate reports must be made to leadership for notification according to regulations.

- Ensuring conditions for preventing the spread of respiratory infectious pathogens in the outpatient department,

- Thoroughly investigating the medical history of Tuberculosis and Lung diseases, epidemiological factors within the family and community, and combining with appropriate clinical diagnostic tools; when a patient tests positive for Mycobacterium Tuberculosis, urgent procedures must be taken to admit the patient to the hospital; if multiple cases of Tuberculosis are detected in the same area with epidemiological characteristics, immediate reporting to leadership for notification according to regulations is required,

- Disinfect common medical tools and patient transport vehicles daily using antiseptic solutions; collect sputum containers and waste according to hospital infection control regulations and medical waste management regulations.

b. Tuberculosis Treatment Ward.

- Treat tuberculosis patients in accordance with regulations; guide patients to maintain their health and continue treatment at the correct dosage, regularly, for the full duration, and voluntarily prevent the spread of pathogens at home and in the community; prevent cross-infection within the ward;

- Provide separate utensils and chopsticks for patients; remind staff in the ward and guide patients to voluntarily implement hospital infection control regulations, protecting themselves and those around them,

- Wipe floors daily with damp cloths containing antiseptics as prescribed; clean and disinfect bathrooms, collect waste according to medical waste management regulations; conduct a thorough cleaning of the ward weekly,

c. Tuberculosis - HIV - Drug-resistant Ward.

Implement the same procedures as the Tuberculosis Treatment Ward and adhere to the following additional regulations:

- Each patient must have a separate room during the terminal stage,

- Patient sputum and secretions must be treated according to infection control regulations and medical waste management regulations,

- Medical personnel must strictly follow protective measures when interacting with patients, wearing boots and gloves,

- Guide patients on preventing the spread of the disease within the hospital and in the community.

d. Line Management Office.

- Develop annual line management plans to be submitted to hospital leadership for approval,

- Regularly inspect and supervise activities related to tuberculosis and lung diseases in lower-level facilities, promptly reporting any technical or professional errors,

- Organize training sessions on professional and technical skills at the hospital and at other facilities,

- Conduct scientific research projects, guide and coordinate with lower-level facilities in conducting scientific research,

- Create epidemiological maps of tuberculosis and lung diseases in the managed area,

- Conduct periodic reviews and summaries.

3. Labor Standards.

As stipulated by current state regulations.

V. WORK RELATIONSHIPS.

1. The Tuberculosis and Lung Hospital is directly managed and comprehensively directed by the Provincial Health Department,

2. The Tuberculosis and Lung Hospital is professionally and technically managed and directed by the Ministry of Health (Treatment Department, Tuberculosis and Lung Institute),

3. The Tuberculosis and Lung Hospital collaborates with subordinate units of the Provincial Health Department and relevant agencies in carrying out hospital tasks,

4. The Tuberculosis and Lung Hospital is responsible for managing and directing professional and technical operations in the field of tuberculosis and lung diseases in the community for subordinate units of the Provincial Health Department (provincial healthcare units, district health centers) and village health stations.
