DECISION OF THE PRIME MINISTER

Regarding the approval of the adjustment of the Master Plan for Urban Construction of Ha Long City, Quang Ninh Province until 2020

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;

Pursuant to Decision No. 10/1998/QĐ-TTg dated January 23, 1998 of the Prime Minister approving the Orientation of the Overall Urban Development Planning of Vietnam until 2020;

Considering the proposal of the Chairman of the People's Committee of Quang Ninh Province (documents No. 1802/TT-UB dated November 29, 2002 and No. 1402/UB dated September 8, 2003) and that of the Minister of Construction (document No. 75/TTr-BXD dated October 14, 2003),

DECISION:

Article 1. Approve the adjustment of the Master Plan for Urban Construction of Ha Long City, Quang Ninh Province until 2020 with the following main contents:

1. Objectives:

The adjustment of the Master Plan for Ha Long City aims to determine the position and function of Ha Long City in relation to the socio-economic development of Quang Ninh Province and the Northern Key Economic Region; combining urban construction with ensuring national defense and security; balancing renovation with new construction to gradually build Ha Long City into one of the major tourist centers, service trade ports, and maritime services centers in the country.

2. Scope of Research for the Adjustment of the Master Plan:

The boundary of the area subject to the adjustment of the Master Plan for Ha Long City lies within the administrative boundaries of Ha Long City on land, including 16 inner-city wards and 4 communes.

3. Nature:

Ha Long City will become a national tourism center and have an international scale linked with the World Natural Heritage site;

A city with a deep-sea port, playing a role as one of the key urban areas in the Northern Key Economic Region;

The political-administrative, economic, cultural, public service, and transportation hub of Quang Ninh Province;

Of great importance for national defense and security.

4. Population Scale:

By 2010: The population of Ha Long City is approximately 370,000 people, of which the inner city has about 279,700 people;

By 2020: The population of the city is approximately 630,000 people, of which the inner city has about 413,000 people.

5. Land Scale:

In 2010, the area for urban construction is approximately 4,747 hectares with an average standard of 170 m²/person, of which residential land is approximately 2,247 hectares with an average standard of 80 m²/person;

In 2020, the area for urban construction is approximately 5,790 hectares with an average standard of 140 m²/person, of which residential land is approximately 3,000 hectares with an average standard of 72 m²/person.

6. Orientation for the Development of Urban Space and Architectural Landscape:

a) Urban development direction:

Westward: Develop towards Dai Yen, a coastal area combined with hills, developing new urban areas and eco-tourism zones;

Southward: Mainly reserved for tourism and leisure combined with the conservation of Halong Bay, especially the world natural heritage site; limit reclamation for construction;

Northward: Mainly reserved for industry and residential areas; develop towards the hills in combination with afforestation and forest protection;

Eastward: Mainly green space with functions of isolation and environmental protection between urban areas and coal mines and washing plants at Nam Cau Trang.

b) Functional Zones:

Residential Areas: Include:

Restricted Development Zone: Located mainly in the central city area of Dong Hon Gai and Tay Hon Gai with an area of 1,181 hectares; allowed to renovate and upgrade, restrict new construction, avoid increasing building density;

Expanded Development Zone: New urban areas with a total area of 426 hectares including the new urban area of Cao Xanh - Ha Khang; Hung Thang area; reclaimed sea areas of Cọc 3, Cọc 5, Cọc 8 and some small residential areas developed according to projects.

Tourist and Resort Area: Located in the inner city area with an area of 368.5 hectares including the Bai Chay, Hùng Thắng, Tuần Châu tourist areas and other areas. Additionally, there are scenic areas serving sightseeing tours on the bay, Mount Bai Tho and some areas combined with guesthouses and residences.

Develop some tourist areas in suburban areas such as the Yen Lap Lake Tourist Area and the Dai Yen Eco-Tourism Area.

Industrial and Warehouse Areas: Total land area of approximately 1,074 hectares, including:

Inner city area (436 hectares) includes: Port Cái Lân Industrial Zone (112 hectares); Gieng Day Building Materials Industrial Zone (80 hectares); Sa To Industrial Zone (30 hectares); Nam Cau Trang Coal Washing Plant (50 hectares); enterprises outside industrial zones (164.2 hectares);

Suburban area (638 hectares) includes: Dong Dang Industrial Zone (300 hectares); Bac Cuu Luc Industrial Zone (338 hectares).

System of Provincial and Municipal Administrative Centers:

Provincial level center: Remains at Cọc 8 (15 hectares);

Municipal-level administrative center: At Bến Đoan (2 hectares).

System of Specialized Centers:

City commercial center at the old coal warehouse (10 hectares);

Tourism and service commercial center at Hùng Thắng (14 hectares);

City sports center at Cọc 3 (6.8 hectares);

Sports center serving tourism at Hùng Thắng (9 hectares);

Cultural centers in Hùng Thắng and Hon Gai (7 hectares);

Medical center: Kênh Đồng Hospital (2 hectares); provincial hospital and specialized medical centers (4 hectares);

Additionally, there are international conference centers at Hùng Thắng and Dai Yen (10 hectares); international entertainment island at Tuần Châu (30 hectares) and tourism and resort, eco-tourism, sightseeing centers at other tourist areas.

System of Parks and Green Spaces:

City park at Lan Be (61 hectares), including the Ha Long Biology Museum and Onshore Information Center;

Entertainment park at Cọc 5 and Cọc 8 (25.5 hectares);

Coastal park at Bai Chay, Hùng Thắng, Tuần Châu (151.5 hectares);

Other parks and flower gardens (146 hectares).

c) Orientation for the Development of Urban Architectural Landscape:

For restricted development areas: Reduce building density, increase green space area, fully utilize and exploit natural scenery. The architectural and planning standards in this area are as follows: Building density for the entire area is 55-60%; land for housing construction is 60%; land for green space and public facilities is 40%; average floor height is 3 floors;

For the central tourist, leisure, and entertainment area at Bai Chay and Hung Thang: Avoid construction on land adjacent to the coastline or encroaching on the sea to protect natural scenery and the view between tourist areas and Halong Bay;

For new development areas: Develop modern architecture, create many green spaces, and public service facilities. The architectural and planning standards for this area are as follows: The overall building density is 30-35%; the proportion of land for residential buildings is 60%; land for greenery and public works is 40%; the average number of floors is 2.5.

7. Orientation for the planning and development of transportation and technical infrastructure systems:

a) Regarding transportation:

Inter-provincial transportation:

Railways: Construct a railway line from Yen Vien station to Co Than with a length of approximately 42.5 km, including the Ha Long - Cai Lan port line; renovate the Pha Lai - Ha Long line according to the broad gauge standard;

Roads: Complete the upgrading of National Highway 18A according to the project; after 2010, improve the Loong Toong - Cau 10 intersection section along the Ha Lam - Nui Beo route to avoid the city center; construct the Noibai - Ha Long - Mong Dong - Mong Cai expressway through the northern part of Luc Port Bay; upgrade National Highway 279 to meet mountainous region Class IV standards; build two inter-provincial bus stations in the Ha Long station area and Cao Thang ward;

Waterways: Develop the Cai Lan port cluster according to the approved project, with an annual cargo throughput of 18-20 million tons, and a total construction area of about 300 hectares; convert the Hon Gai port into a passenger and tourism service port;

Air transport: Plan to construct a civilian airport in Minh Thanh commune, covering an area of approximately 500 hectares.

Urban internal transportation:

Construct main urban roads, including New Street, Hung Thang Street, Bai Chay Street, and the road connecting Ha Long station to Trieu with a right-of-way width of 30-55 meters; regional connection routes have a right-of-way width of 23-32 meters; build public parking lots with a total area of about 75 hectares; construct ferry terminals serving tourism on the Bay at the Royal Park, Cai Dam, Hung Thang, and Tuan Chau.

b) Regarding urban technical preparation:

Land leveling: Ensure that the planned ground level maintains the current topography of already developed areas within the city, only making local adjustments; limit excavation to preserve natural scenery;

Drainage system: In old urban areas and densely populated zones, use a combined drainage system with storm sewers, pumping stations, and water treatment plants; for sparsely populated areas and new urban zones, use separate sewage networks with pumping stations and water treatment plants; rainwater flows separately.

c) Regarding water supply:

Total water demand by 2020 is approximately 150,000 cubic meters per day and night;

Water sources for the city include surface water from Yen Lap Lake, Cao Van Lake, Dong Giang Lake, Thac Nhom River, Man River, and Luong Ky River.

d) Regarding electricity supply:

Total electricity demand by 2020 is approximately 303,600 kW;

Supply sources: The national power grid through the Hoanh Bo 220 kV substation with a capacity of 2 x 125 MVA and the Cai Lan substation with a capacity of 250 MVA; construct a thermal power plant with a capacity of 300 MW.

e) Regarding wastewater discharge and environmental sanitation:

The Bai Chay and Hon Gai areas will implement according to the approved project;

Domestic wastewater, hospital wastewater, factory wastewater, and industrial zone wastewater will be collected through storm sewers and wastewater discharge pipes to treatment plants meeting permitted standards before being discharged into the sea;

Construct two solid waste treatment areas at Deo Sen and Ha Kou according to the project.

8. Initial construction planning:

a) Urban central area:

Complete and construct urban technical infrastructure projects such as water supply, drainage, cemeteries, external traffic routes, and upgrade internal traffic routes;

Build key projects and new public centers such as conference and trade centers, central sports areas, schools, broadcasting and television stations, parks, etc.;

Renovate some residential areas with unsuitable architecture; construct new residential areas according to the project;

Construct key tourist areas.

b) Suburbs and surrounding areas:

Determine flower and vegetable cultivation areas to serve the inner city;

Prepare infrastructure for residential development areas;

Consolidate technical infrastructure hub systems in related regions.

Article 2. The People's Committee of Quang Ninh Province:

Approve design files, establish red line marking files according to the adjusted General Planning Document for Ha Long City until 2020;

Issue Architectural Management Regulations and Construction Planning according to the adjusted General Planning Document for Ha Long City until 2020;

Organize the publication of the adjusted General Planning Document for Ha Long City until 2020 for public knowledge and implementation;

Coordinate with relevant ministries and sectors to organize detailed planning, prepare and submit investment projects according to the approved planning and current regulations.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Chairman of the People's Committee of Quang Ninh Province, the Chairman of the People's Committee of Ha Long City, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for implementing this Decision./.
