DECISION
REGARDING THE EXPORT OF NATIONAL RESERVE RICE TO ASSIST CERTAIN PROVINCES IN MITIGATING THE EFFECTS OF RAIN AND FLOOD DAMAGE

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 1593/QD-TTg OF OCTOBER 12, 2009, ISSUED BY THE PRIME MINISTER, ON PROVIDING FINANCIAL SUPPORT AND RICE TO CERTAIN PROVINCES TO MITIGATE THE EFFECTS OF RAIN AND FLOOD DAMAGE;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. THE NATIONAL RESERVE AGENCY SHALL ISSUE WITHOUT CHARGE 7,000 TONS OF RICE FROM THE NATIONAL RESERVE (NOW THE NATIONAL RESERVE), TO ASSIST THE PROVINCES AS SPECIFIED AS FOLLOWS: QUANG TRI PROVINCE: 2,000 TONS; THUA THIEN-HUE PROVINCE: 1,000 TONS; QUANG NAM PROVINCE: 2,000 TONS AND QUANG NGAI PROVINCE: 2,000 TONS TO MITIGATE THE EFFECTS OF RAIN AND FLOOD DAMAGE.
Article 2. THE NATIONAL RESERVE AGENCY SHALL COORDINATE WITH THE PEOPLE'S COMMITTEES OF THE PROVINCES TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT DISTRICT AND COUNTY CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCES.
THE NATIONAL RESERVE AGENCY SHALL DECREASE THE NATIONAL RESERVE CAPITAL FOR THE AMOUNT OF RICE MENTIONED ABOVE AT THE ACCOUNTING PRICE CURRENTLY MONITORED IN THE ACCOUNTING BOOKS AND REPORT THE FINAL ACCOUNTS FOR THE RELIEF GOODS IN ACCORDANCE WITH THE REGULATIONS.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE HEAD OF THE BUDGET DEPARTMENT, THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE DIRECTOR OF THE PRICE MANAGEMENT AGENCY AND THE DIRECTOR OF THE MINISTRY'S OFFICE SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
