AMENDMENT TO CIRCULAR NO. 86/2015/TT-BTC OF THE MINISTRY OF FINANCE ON THE LEVELS OF COLLECTION, REGIME OF COLLECTION, PAYMENT, MANAGEMENT AND USE OF FEES FOR THE USE OF MOTORWAYS AT THE TOLL GATE AT KM1661+600, NATIONAL HIGHWAY 1, BINH THUAN PROVINCE
Pursuant to Decree on Fees and Charges No. 38/2001/PL-UBTVQH11 dated August 28, 2001;
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government on the functions, tasks, powers and organizational structure

The Minister of Finance issues this Circular amending Circular No. 86/2015/TT-BTC dated June 8, 2015 stipulating the levels of collection, regime of collection, payment, management and use of fees for the use of motorways at the toll gate at Km1661+600, National Highway 1, Binh Thuan Province, as follows:
Article 1. Amend
The table of fee levels for the use of motorways issued together with Circular No. 86/2015/TT-BTC dated June 8, 2015 of the Ministry of Finance stipulating the levels of collection, regime of collection, payment, management and use of fees for the use of motorways at the toll gate at Km1661+600, National Highway 1, Binh Thuan Province (Annex attached).Article 2. Implementation
1. This Circular takes effect from November 20, 2016.
2. Transitional provisions:
a) In case the vehicle owner has already purchased the November 2016 monthly ticket and the fourth quarter 2016 quarterly ticket according to Circular No. 86/2015/TT-BTC, they shall continue to use them until the end of the month or quarter.
b) For unused printed tickets of vehicle groups subject to reduced fee levels as prescribed in Article 1 of this Circular, the toll collection unit shall notify the directly managing tax authority and affix the new fee level stamp on the printed tickets to continue their use.

Remarks:
1. The gross weight of each type of vehicle referred to in the applicable rates is the design load (cargo weight) based on the Vehicle Registration Certificate issued by the competent authority.
2. For the application of fee levels for container-carrying vehicles (including dedicated trailer units): Apply the fee level based on the total weight of the vehicle, regardless of whether it is carrying cargo or not.
