Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 10-NQ/TW dated January 18, 2002 of the Politburo;
Pursuant to Decision No. 168/2001/QĐ-TTg dated October 30, 2001 of the Prime Minister on long-term orientation, five-year plan 2001-2005, and basic solutions for economic and social development in the Central Highlands region;
Considering the proposal of the Minister of Home Affairs at Circular No. 839/TTr-BNV dated November 25, 2002 regarding the Project "Some Measures to Contribute to Consolidating and Improving Local Administration in the Central Highlands Region" for the period 2002-2010.

Article 1. Approve the Project "Some Measures to Consolidate and Improve Local Administration in the Central Highlands Region" for the period 2002-2010 with the following main contents:
1. Objectives of the Project:
Consolidate and improve local administration in the Central Highlands region (period 2002-2010), gradually build and perfect the cadre team of local administrative bodies in the provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong to be strong, adequate in number, having quality and management capacity, promote democracy and autonomy of each village, commune, and community; strengthen and tighten the relationship between local administration and the people; contribute to building the Central Highlands region comprehensively strong.
a. Reorganize and strengthen existing trade office units.
a) Unify ideological understanding, recognize that the work of building, consolidating, improving, and enhancing the quality of the political system at the grassroots level is the responsibility of all levels and sectors, which is one of the important and decisive contents to ensure rapid economic and social development and maintain political security stability in the Central Highlands region.
b) Organize training and upgrading knowledge on political theory, state administration, and professional skills for the cadre team at the grassroots level, especially for positions such as Secretary, Deputy Secretary of the Party Committee (Village Branch) of Commune, Secretary, Deputy Secretary of the Village Branch under the Grassroots Party Committee; Chairman, Vice-Chairman of People's Council, Chairman, Vice-Chairman of People's Committee, Member of People's Committee, head of political-social organizations, specialized positions of the Commune People's Committee (town, township); Head, Deputy Head of Village, Commune (where there is a Deputy Head of Village, Commune) under the Commune People's Committee.
c) Organize training and upgrading knowledge on ethnic policies and religious policies of the Party and state laws for cadres and civil servants, prioritizing those working in ethnic areas or frequently interacting with ethnic minority groups.
d) Organize training and upgrading ethnic languages for Han cadres and civil servants working in ethnic minority areas.
đ) Pay attention to the work of creating local cadre sources, meeting staffing needs for the cadre team at the grassroots level, adequate in number, focusing on quality, especially political integrity, with methods and work styles closely connected to the grassroots and close to the people.
e) Strengthen cadres at the grassroots level and have preferential policies for cadres strengthening the grassroots level.
g) Specify reasonable allowances for Village, Commune Heads (where there is a Deputy Village, Commune Head) and village elders in the Central Highlands region.
h) Ensure office space for the political system at the commune, town, township level: construct meeting houses, cultural activity centers... in villages, communes according to the model of joint efforts by the state and the people.
i) Study adjustments to some district and commune administrative units where necessary, submit to competent authorities for consideration and decision.
Urgent tasks regarding strengthening grassroots cadres and ethnic cadres in the Central Highlands area.
Article 2. The funding for implementing the contents of the Project will be allocated in the annual budget of the Ministry of Home Affairs after coordination with relevant ministries and sectors. The Ministry of Home Affairs is responsible for balancing this funding for the four provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong to implement the contents of the Project.
Article 3. Implementation organization:
1. Chairmen of the People's Committees of the provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong shall base themselves on the contents of this Project, proactively coordinate with the Ministry of Home Affairs and relevant ministries and sectors to develop implementation plans, prepare cadre planning within the political system to serve the election of People's Councils for the term 2004-2009.
2. The Ministry of Home Affairs shall take the lead, coordinate with the National Academy of Public Administration, the Ho Chi Minh National Academy of Politics, the Ministry of Education and Training, the Ethnic Committee, the Government Religious Committee, and the People's Committees of the Central Highlands provinces to develop programs, compile textbooks, materials, train teachers, and organize training and upgrading courses on political theory, state administration, ethnic policies, religious policies, laws, professional skills, and ethnic languages for cadres and civil servants from provincial to commune levels, Village, Commune Heads, and village elders currently working in regions with ethnic minorities in the Central Highlands and adjacent areas according to the contents of the Project.
3. Annually, the Ministry of Finance shall take the lead, coordinate with the Ministry of Home Affairs and the Ministry of Planning and Investment to unify the allocation of funds in the state budget of the People's Committees of the provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong to ensure the implementation of the Project's contents.
4. The Ethnic Committee shall be responsible for coordinating with the Ministry of Home Affairs and relevant ministries and sectors to implement specific contents on cadre source creation, training programs, and policy systems for grassroots cadres and civil servants who are ethnic minorities in the Central Highlands region.
5. The Ministry of Public Security and the Ministry of Defense shall coordinate to direct the provinces in the Central Highlands to focus on building strong grassroots police forces and self-defense militia, becoming the core force in building a solid national defense and public security posture in the Central Highlands region.
6. Vietnam Radio and Television shall be responsible for directing increased broadcasting time for ethnic languages on central and local radio and television waves.
7. The Ministry of Home Affairs shall be responsible for guiding, monitoring, urging, and reporting the results of implementing this Decision. Chairmen of the People's Committees of the provinces of Dak Lak, Gia Lai, Kon Tum, and Lam Dong and relevant ministries and sectors shall promptly resolve and report
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 5. The Ministers, Deputy Ministers of ministerial-level agencies, Heads of government agencies, and Chairpersons of People's Committees of the provinces: Gia Lai, Kon Tum, Dak Lak, Lam Dong are responsible for implementing this Decision.
