Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Enterprise Law on November 26, 2003;

Pursuant to the Law on State Budget dated December 16, 2002;

Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;

Considering the proposal of the Minister of Finance.

Article 1. Attached to this Decision is the Procurement, Commissioning, and Allocation Plan Regulation for Implementing Production and Supply of Public Goods and Services.

Article 2. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment to guide the management, commissioning, allocation plan, payment, and settlement of public goods and services for state-owned corporations.

Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.

Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
