THE MINISTER OF FINANCE
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the notification of the People's Committee of Hanoi City at the meeting on July 28, 2005 between the Hanoi Department of Finance, the Hanoi Lottery Company, and the Department of Banking and Financial Institutions under the Ministry of Finance;
At the proposal of the members of the Northern Lottery Council and the Director of the Department of Banking and Financial Institutions,
DECISION:
Article 1. Assign the Hanoi Lottery Company to represent the Northern Lottery Council to organize the draw for traditional lottery prizes for all lottery companies in the Northern region starting from September 1, 2005.
The Hanoi Lottery Supervisory Board shall witness the implementation of the supervision of the draw process by the Hanoi Lottery Supervisory Board to ensure compliance with the prescribed procedures; transparency, objectivity, and honesty. Other supervisory tasks shall be carried out by state management agencies and provincial and municipal lottery supervisory boards according to current regulations.
The schedule for prize draws for each lottery company shall be implemented in accordance with Decision No. 2283/QD-BTC dated July 21, 2004 of the Minister of Finance regarding the scheduling of prize draws for traditional lotteries in the Northern and Central regions.
Article 2. The Hanoi Lottery Company shall be responsible for:
- Organizing the draw for traditional lottery prizes for all Northern lottery companies.
- Announcing the results of the lottery prize draw to all Northern lottery companies in a timely, accurate, and complete manner.
- Organizing the announcement of the common lottery prize draw results on radio, television, newspapers, and other information media in accordance with the regulations of the Ministry of Finance and the consensus of the Northern Lottery Council.
Article 3. Northern region lottery companies shall be responsible for:
- Using the results of the common traditional lottery draw to pay out prizes for traditional lotteries issued by each company from September 1, 2005, and announcing the winning tickets for the Lotto lottery.
- Promptly and fully contributing to the common expenses for organizing the draw and disseminating the results.
- Adhering to current state regulations governing lottery business operations and the agreements of the Northern Lottery Council.
Article 4. This Decision shall take effect from the date of signing.
The People's Committee of Hanoi City and the Northern Lottery Council shall, based on this Decision, amend and supplement their operational regulations accordingly.
The Chairmen of the People's Committees of provinces and cities in the Northern region, Directors of the Departments of Finance of provinces and cities in the Northern region, Directors of the Hanoi Lottery Company, Directors of Northern region lottery companies, and the Standing Board of the Northern Lottery Council are responsible for implementing this Decision.
