DECISION OF THE MINISTER OF TRADE
Regarding the suspension of exports and imports of rough diamonds
originating from the country of Côte d'Ivoire (Ivory Coast)
THE MINISTER OF TRADE
Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Trade;
Pursuant to Circular No. 11/2002/TT-TM-XNK dated December 26, 2002 of the Ministry of Trade guiding the implementation of management of exports and imports of rough diamonds;
Pursuant to the Notice dated October 5, 2005 of the Chair of the Kimberley Process Certification Scheme, an organization to which Vietnam officially became a member on January 1, 2003, regarding the official ban by the government of Côte d'Ivoire (Ivory Coast) on the export of rough diamonds from November 2002 and the cessation of issuing Kimberley Process Certificates for rough diamonds mined in Côte d'Ivoire (Ivory Coast), and simultaneously requesting member countries to suspend the import of rough diamonds originating from Côte d'Ivoire (Ivory Coast), with the aim of detecting and preventing illegal diamond trade funded by rebel groups and their allies to finance conflicts against legitimate governments in countries;
At the proposal of the Director of the Import-Export Department,
DECISION:
Article 1. Suspension of exports and imports of rough diamonds originating from the country of Côte d'Ivoire (Ivory Coast).
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Head of the Office, the Director of the Cadre and Civil Servant Department, the Director of the Import-Export Department, the Heads of relevant agencies under the Ministry of Trade, and traders engaged in the export and import of rough diamonds are responsible for implementing this Decision./.
