REGARDING THE EXPORT OF NATIONAL RESERVE RICE TO SUPPORT NGHE AN PROVINCE FOR FOOD AID DURING THE FLOODS

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 1865/QD-TTg OF OCTOBER 24, 2011 OF THE GOVERNMENT PRIME MINISTER ON PROVIDING RICE FOR FOOD AID TO THE POPULATION AFFECTED BY THE FLOODS;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. THE NATIONAL RESERVE CORPORATION SHALL ISSUE WITHOUT CHARGE 3,600 TONS OF RICE FROM THE NATIONAL RESERVE TO SUPPORT NGHE AN PROVINCE FOR FOOD AID TO THE POPULATION AFFECTED BY THE FLOODS.
Article 2. THE NATIONAL RESERVE CORPORATION SHALL COORDINATE WITH THE PEOPLE'S COMMITTEE OF NGHE AN PROVINCE TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT THE DISTRICT CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCE; SIMULTANEOUSLY, IT SHALL SUMMARIZE THE BUDGET FOR THE COSTS OF THE RELIEF EFFORTS AND SUBMIT IT TO THE MINISTRY FOR APPROVAL AND IMPLEMENTATION.
THE NATIONAL RESERVE CORPORATION SHALL DECREASE THE NATIONAL RESERVE CAPITAL BY THE QUANTITY OF RICE MENTIONED ABOVE AT THE ACCOUNTING PRICE FOLLOWING THE RECORD IN THE ACCOUNTING BOOKS AND REPORT THE FINAL ACCOUNTS OF THE RELIEF GOODS IN ACCORDANCE WITH THE REGULATIONS.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF ISSUANCE. THE DIRECTOR OF THE NATIONAL RESERVE CORPORATION; HEADS OF THE DEPARTMENTS OF STATE BUDGET, PLANNING AND FINANCE; DIRECTOR OF THE PRICE MANAGEMENT DEPARTMENT AND THE DIRECTOR OF THE MINISTRY'S OFFICE SHALL BE RESPONSIBLE FOR ITS IMPLEMENTATION./.
