On strengthening guidance for the university and college admission examination in 1999
and vocational high school
The university and college admission examination in 1999 is the third examination following Resolution No. 2 and the first examination after the promulgation of the Education Law. To demonstrate the determination of the entire higher education and vocational education sector in implementing Resolution No. 2 and the Education Law, the Directors of National Universities, Hue University, Da Nang University, Thai Nguyen University, and the Principals of universities, colleges, and vocational high schools are responsible for strengthening guidance and inspection to ensure that the examination proceeds smoothly, orderly, safely, and in accordance with regulations.
According to preliminary statistics, this year, nationwide, over 1.5 million candidates have registered for the examinations at universities, colleges, and vocational high schools. The number of candidates registering for most institutions has increased compared to previous years, and according to forecasts, weather conditions this year will be complex. Therefore, the Admissions Committees of each institution need to base their preparations on the current Admissions Regulations and Circular No. 1127/DH dated February 20, 1999, issued by the Ministry of Education and Training, to thoroughly prepare all necessary conditions for the examination, focusing on strictly inspecting all stages: test creation, examination organization at the school, marking and re-marking, admissions, and summoning successful candidates. The Ministry of Education and Training requires institutions to perform the following tasks:
- Ensuring safety conditions for examination rooms. At schools where there are sufficient facilities to accommodate candidates' accommodation needs, plans and solutions should be prepared for rainy and stormy conditions.
- Carefully checking all aspects of computer work. Before the examination, promptly address any errors or omissions regarding candidates' names, registration numbers, examination rooms, and subject codes, ensuring no discrepancies occur.
- Providing thorough training for invigilators and supervisors. Ensure strictness in examination rooms. Effectively implement measures to prevent cheating and proxy testing, and prevent loss or mixing up of candidates' answer sheets.
- Test creation, test usage, marking, re-marking, admissions, and summoning successful candidates must strictly follow the current Admissions Regulations, particularly the procedures for test security, ensuring the necessary reserve test quantity, not exceeding the announced curriculum and difficulty level. After the examination, verify the results and files of all successful candidates.
- Adhere to the published examination schedule. During the examination period, maintain regular communication between examination venues and the Admissions Committee, between the Admissions Committee and the Department of Higher Education (telephone number 04-8692392, fax number 04-8681550), the Department of Vocational High School and Vocational Training (telephone number 04-8694988), and the Department of Education and Training (for local teacher training colleges and vocational high schools).
- Develop plans to work with local authorities and public security, electricity departments to coordinate and seek support from these agencies in ensuring order, safety, traffic, and power supply during the examination days.
The Inspector General of Education shall cooperate with the Heads of the Departments of Higher Education, Vocational High School and Vocational Training, and relevant Departments to plan and organize effective inspection and supervision of the university, college, and vocational high school admission examinations.
