DECISION

Regarding the transfer of the Electricity 3 Secondary School under the Electricity Company 3 to be directly under the Vietnam Electricity Corporation to be directly under the Vietnam Electricity Corporation

THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to the authority delegated by the Prime Minister regarding the decision on restructuring and transferring schools under member enterprises to be directly under the Vietnam Electricity Corporation (as per the Prime Minister's Decision No. 1427/CP-ĐMDN dated December 3, 1998 approving the Plan for Improving the Organization of the Vietnam Electricity Corporation);

 Pursuant to Circular No. 20/GD-ĐT dated September 13, 1996 of the Minister of Education and Training guiding the naming of secondary vocational schools and trade schools;

Considering the proposal of the Board of Directors of the Vietnam Electricity Corporation (Report No. 320 EVN/HĐQT/TCCB-LĐ dated October 22, 1999);

At the proposal of the Director of the Personnel and Organization Department,

DECISION:

Article 1. Transfer the Electricity 3 Secondary School under the Electricity Company 3 to be directly under the Vietnam Electricity Corporation; the Electricity 3 Secondary School is an educational institution training and upgrading cadres with intermediate economic-technical electricity qualifications and lower qualifications within the education system of the Socialist Republic of Vietnam, subject to state management by the Ministry of Industry, the Ministry of Education and Training, and the Ministry of Labor, Invalids and Social Affairs, and entitled to state policies and systems applicable to the national system of secondary vocational schools and trade schools;

The Electricity 3 Secondary School is a public service training unit with full legal personality, having accounts at the State Treasury and Bank (including foreign currency accounts), and seals (including embossed seals and miniature seals) for operation and transactions in accordance with the law;

- International name in English: Electrical Engineering School No. 3;

- Abbreviation: EES3;

- Main office address: No. 42 Le Hong Phong Street, Hoi An City, Quang Nam Province.

Article 2. Primary tasks and scale of training.

1- The school has the following tasks:

a- Train cadres with intermediate vocational qualifications and technical workers in the industrial and civil electrical sectors with specialties such as power systems, thermal power, hydropower, electronics-computer science, mechanical trades, automation equipment, economics and information in the electrical sector; train technical workers and business personnel in electricity according to the framework structure of the national education system, the system of certificates and diplomas in education and training of the Socialist Republic of Vietnam as stipulated in the Education Law and current Decrees;

b- Retrain and upgrade the cadre of managers, technical staff, technical workers, and business personnel in electricity to meet the standards prescribed by the state, according to the plan of the Vietnam Electricity Corporation and the requirements of agencies and enterprises both within and outside the industry in the Central region;

c- Research and apply specialized electrical science and technology; implement the integration of training with scientific research and production labor to effectively utilize material resources, the capacity of the cadre of teachers and students, thereby improving the quality of training to meet the increasingly high demands of production;

d- Implement cooperative and collaborative relationships, linkages, and interconnections in training-upgrading cadres and researching and applying science and technology with domestic and foreign organizations and individuals to diversify training forms;

đ- Manage, use, and exploit efficiently the cadre of teachers and students, material facilities, assets, state capital sources, and ensure social security and order within the school.

2- Scale of training-upgrading: From 1800 to 3500 students

Article 3. Organizational structure of the Institute:

1- Leadership:

a . Principal;

b . Deputy Principals;

2- Professional and administrative units:

a- Specialized and administrative departments;

b- Departments, subjects, and trade sections;

3- Service, practice, internship, production, and technology transfer facilities.

Article 4

1- The Director of the Electricity Company 3 shall be responsible for handing over the physical facilities, assets, capital, and financial sources (clearly specified) according to the settlement of 1999, financial matters arising from January 1, 2000 to May 1, 2000; the training mission, cadre of employees, teachers, students, and all documents and materials of the Electricity 3 Secondary School under the Electricity Company 3 to the Principal of the Electricity 3 Secondary School under the Vietnam Electricity Corporation.

The handover and acceptance must be carried out promptly in accordance with the procedures of the state. The completion deadline is May 1, 2000.

2- Delegating authority to the Board of Directors of the Vietnam Electricity Corporation:

a- Approve the Charter of organization and operation of the School and appoint the Principal and Deputy Principals of the Electricity 3 Secondary School;

b- Guide, urge, and inspect the handover process in accordance with the prescribed time, stabilize organizational structure and personnel, and quickly bring the Electricity 3 Secondary School into regular operation.

Article 5. This Decision takes effect 15 days from the date of signature. Abolish Decision No. 1050/QĐ-TCCB dated July 16, 1997 of the Minister of Industry on upgrading and renaming the Hoian Technical School to the Electricity 3 Secondary School.

Article 6. The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, the Board of Directors and General Manager of the Vietnam Electricity Corporation, the Director of the Electricity Company 3, the Principal of the Electricity 3 Secondary School under the Electricity Company 3, and the Principal of the Electricity 3 Secondary School under the Vietnam Electricity Corporation are responsible for implementing this Decision./.
