Regarding the issuance of standards, inspection, and evaluation for the recognition of universal secondary education

MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Pursuant to Resolution No. 41/2000/QH10 dated December 9, 2000 of the National Assembly, tenth session, eighth meeting;

Based on the proposal of the Director of the Secondary General Education Department,

DECISION:

Article 1: Issued herewith are "The Standards, Inspection, and Evaluation for the Recognition of Universal Secondary Education."

Article 2: This Decision shall take effect fifteen days from the date of signature.

Article 3: The Chairpersons of the People's Committees of provinces and centrally-run cities, the Heads of the Office of the Ministry, the Directors of the Organization and Cadre Affairs Department, the Planning and Finance Department, the Secondary General Education Department, the Continuing Education Department, and other relevant departments, and the Directors of Departments of Education and Training of provinces and centrally-run cities are responsible for implementing this Decision./.

REGULATIONS

Standards, Inspection, and Evaluation for the Recognition of Universal Secondary Education

PART I

Universal Secondary Education Standards

Article 1: Objectives of Universal Secondary Education

The subjects of universal secondary education are adolescents aged from 11 to 18 who have completed primary school, have not completed lower secondary school, and have permanent or long-term residence registration at the local level.

Article 2: Program for Universal Secondary Education

Universal secondary education is implemented according to one of two programs:

Lower secondary school program or supplementary lower secondary school program issued by the Ministry of Education and Training.

Article 3: Standards for Recognizing Universal Secondary Education

1. For individuals:

Adolescents must obtain a lower secondary school graduation certificate or a supplementary lower secondary school graduation certificate before reaching the age of 18 to be recognized as having met the universal secondary education standard.

2. For basic units (communes, wards, towns):

Basic units must meet the following two standards to be recognized as having achieved the universal secondary education standard:

a) Standard 1:

The unit has achieved and maintained the national standard for universal primary education and literacy eradication. Enroll 90% or more of six-year-old children in grade one; at least 80% of children aged 11 to 14 must complete primary school, with the remaining children in this age group still attending primary school. For communes with difficult economic and social conditions, enroll 80% or more of six-year-old children in grade one and at least 70% of children aged 11 to 14 must complete primary school, with the remaining children in this age group still attending primary school.

Enroll 95% or more of primary school graduates annually in grade six of general lower secondary schools and supplementary lower secondary schools. For communes with difficult economic and social conditions, enroll 80% or more.

Educational facilities ensure material conditions to implement all subjects of the program as stipulated in Article 2 of this Regulation.

b) Standard 2:

Ensure that the annual graduation rate of lower secondary school students is 90% or higher; for communes with difficult economic and social conditions, it is 75% or higher.

Ensure that the percentage of adolescents aged 15 to 18 with a lower secondary school graduation certificate or supplementary lower secondary school certificate is 80% or higher; for communes with difficult economic and social conditions, it is 70% or higher. This ratio is called the universal secondary education achievement rate and is calculated as follows: Total number of individuals aged 15 to 18 who have graduated from lower secondary school or supplementary lower secondary school

3. For districts, towns, and provincial cities:

Districts, towns, and provincial cities must meet the following two standards to be recognized as having achieved the universal secondary education standard:

a) The unit has achieved and maintained the national standard for universal primary education and literacy eradication.

b) Ensure that 90% or more of basic units (communes, wards, towns) are recognized as achieving the standard at the time of inspection.

4. For provinces and centrally-run cities:

Ensure that 100% of districts, towns, and provincial cities achieve the universal secondary education standard at the time of inspection.

Inspection and Evaluation for Recognition

4. For centrally governed cities and provinces:

Ensure that 100% of districts, counties, towns, and provincial cities meet the standard for universal secondary education at the time of inspection.

Chapter II

Inspection and evaluation for recognition

Article 4: Inspection

Based on the aforementioned standards, the grassroots units shall self-inspect, evaluate, and complete their files in accordance with the regulations, and submit a report requesting the immediate supervisory authority to inspect and recognize.

The inspection and recognition of grassroots units achieving the universal primary education standard for lower secondary education shall be carried out in the following sequence:

1. The People's Committee at the district level shall inspect and issue a decision to recognize the grassroots units (communes, wards, towns).

2. The People's Committee at the provincial level shall inspect and issue a decision to recognize the districts, cities, provincial towns.

3. The Ministry of Education and Training shall inspect and issue a decision to recognize the provinces and centrally governed cities.

Article 5: Recognition File for Achieving the Universal Primary Education Standard for Lower Secondary Education

1. Recognition file for grassroots units:

a) Record book of universal primary education and record book of universal lower secondary education.

b) List of names and grades of students graduating from primary school and list of names and grades of students graduating from lower secondary school and supplementary lower secondary education for the previous three academic years.

c) Statistical table summarizing the situation of students within the compulsory education age range for lower secondary education and the results of universal lower secondary education.

d) Report on the process of directing the implementation and results of universal lower secondary education.

2. Recognition file for the district and provincial levels:

a) Statistical table summarizing the situation of students within the compulsory education age range and the results of universal lower secondary education in the inspected unit.

b) Inspection and recognition minutes of subordinate units.

c) Local directives on universal lower secondary education.

d) Report on the situation and results of universal lower secondary education in the locality.
