Pursuant to the Press Law dated December 28, 1989 and the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999;
Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
In accordance with Decision No. 150/2003/QĐ-TTg dated July 22, 2003 of the Prime Minister amending and supplementing Decision No. 46/2001/QĐ-TTg on the management of export and import goods during the period of 2001-2005 and Decision No. 79/2002/QĐ-TTg on the management of the reception of foreign television programs;

Article 1. The Interview Regulation on the Press is hereby promulgated together with this Decision.
Article 2. Press agencies, press management agencies, heads of press agencies, journalists; organizations and individuals related to press activities shall be responsible for complying with this Regulation.
Article 3. The Interview Regulation on the Press shall take effect fifteen days from the date of signature. Previous regulations contrary to this Regulation shall be abolished.
REGULATIONS
INTERVIEW ON THE PRESS
(Issued together with Decision No. 26/2002/QĐ-BVHTT dated September 26, 2002 of the Minister of Culture and Information)
An interview is a press genre aimed at providing information to the public through questions posed by journalists and answers given by the interviewees.
To ensure that press agencies, interviewers, and interviewees fulfill their rights and obligations as prescribed by the Press Law, the Ministry of Culture and Information issues the following regulations on interviews on the press:
1. The interviewer must be a person qualified to represent the press agency in conducting the interview.
2. The interviewer needs to inform the interviewee about the purpose, requirements, and content of the interview. When requested by the interviewee, the interviewer must send the questions beforehand or clearly state the requirements so that the interviewee can prepare. In cases where direct interviews without prior notice are necessary, such interviews must be agreed upon by the interviewee.
3. After the interview, based on the information and materials provided by the interviewee, the interviewer has the right to express the article in appropriate genres. If the interview is solely for collecting information, the interviewer may write the article according to the press agency's request; the interviewer must accurately and truthfully reflect the content of the interviewee's responses and bear responsibility for the content of their own article.
For interviews that clearly indicate the name, position, and address of the interviewee, if the interviewee requests to review the content before publication or broadcast, the press agency and the interviewer cannot refuse such a request.
In cases where quick information is required, if the interviewer and press agency accurately and truthfully reflect the content of the response and the interviewee does not make any request, it is not necessarily required to send the interview article to the interviewee for review.
4. Upon receiving an interview request from a press agency or journalist, the interviewee should facilitate the press agency and journalist in carrying out the interview task. The interviewee may refuse to answer the interview when they have not prepared or do not have the responsibility and authority to respond.
5. The interviewee may answer in writing according to the questions sent beforehand or directly respond to the journalist's note-taking, quick recording, or filming for publication or broadcast on the press.
6. When editing the interview response article, the press agency and journalist must not arbitrarily add, delete, or cut the content of the questions and answers, thereby distorting the content of the interviewee's response.
Opinions expressed at meetings, encounters, exchanges, speeches... attended by journalists but not intended to answer press interviews may be recorded, reported, or summarized for publication or broadcast on the press in accordance with the purpose and information requirements, but may not be used to create interview articles without the speaker's consent.
Press agencies, interviewers, and interviewees must all be responsible for the content of the information published or broadcast on the press.
In cases where the content of the interview article violates the Press Law or other legal provisions, the press agency, interviewer, or interviewee will be dealt with according to the law based on the nature and degree of violation and the responsibility for causing the violation.
