MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-level agencies,

Pursuant to the Government Decree No. 29/CP dated March 30, 1994 on the tasks, powers, and organizational structure of the Ministry of Education and Training,

At the proposal of the Director of the Department of Vocational High Schools and Vocational Training,

 

DECISION: 

Article 1. The accompanying Decision hereby promulgates the Regulations for the Competition of Excellent Vocational High School Teachers.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Heads of the Office, Directors of the Department of Vocational High Schools and Vocational Training, Directors of Provincial Departments of Education and Training, Principals of vocational high schools shall be responsible for implementing this Decision.

 

CHARTER

COMPETITION OF EXCELLENT VOCATIONAL HIGH SCHOOL TEACHERS

(issued pursuant to Decision No. 26/2003/QĐ-BGDĐT dated 16/6/2003)

 

PART I
GENERAL PROVISIONS

Article 1. Objectives and requirements of the Competition of Excellent Vocational High School Teachers (VHST).

The VHST Competition (hereinafter referred to as the Competition) is a professional activity in vocational high schools and training institutions, organized periodically under the unified guidance of central or local educational management agencies.

1. Objectives of the Competition

a. To select excellent teachers at various levels, creating conditions for teachers to exchange experiences in all aspects with the aim of finding effective teaching methods, innovative ideas, and good practices in making teaching aids to disseminate and expand in vocational high schools and training institutions.

b. To promote the movement of excellence in teaching, encouraging self-improvement and enhancing teachers' qualifications in all aspects in vocational high school education.

c. To evaluate the situation of the teacher workforce, thereby developing plans for training and upgrading to enhance teachers' professional and vocational qualifications and the quality of vocational high school education.

2. Requirements of the Competition

a. The Competition must ensure practicality, focusing on quality, not chasing trends or formalism.

b. The Competition must ensure objectivity, honesty, fairness, having educational, motivational effects, and promoting mutual learning experiences among schools and training institutions.

c. The Competition must truly be a day showcasing the pedagogical talents of vocational high school teachers and encourage a large number of teachers to participate.

Article 2. Levels of the Competition

The VHST Competition includes: institutional level, provincial level, and national level.

1. Institutional level (school level): organized once every year.

2. Provincial level: organized at least once every two years.

3. National level: organized once every three years.

Article 3. Recognition of titles

Teachers participating in the Competition at any level, if they meet the points stipulated by the Competition, will be recognized and awarded a certificate as an Excellent Teacher at that level, specifically:

1. Institutional level: Recognized and awarded a certificate by the school principal.

2. Provincial level: Recognized and awarded a certificate by the Director of the Provincial Department of Education and Training.

3. National level: Recognized and awarded a certificate by the Minister of Education and Training.

PART II
CONTENT, FORM, CONDITIONS, AND PARTICIPANTS IN THE COMPETITION

Article 4. Content and form of the VHST Competition

1. Content of the Competition

Each participating teacher performs the following two contents:

Teaching demonstration;

Knowledge test and situational pedagogical response.

2. Form of the Competition

a. Teachers deliver a selected lecture (theoretical or practical) from the vocational high school curriculum;

b. The form of the knowledge test and situational pedagogical response is determined by the Competition Organizing Committee based on the objectives, requirements, content, and conditions of organizing the Competition.

Article 5. Conditions and Participants of the Vocational Teacher Skill Competition at Various Levels

Depending on the scale, requirements, and content of organizing the competition at various levels, the conditions and participants of the Vocational Teacher Skill Competition are as follows:

1. At the Basic Level

All teachers participating in teaching subjects in the school, possessing professional qualifications and pedagogical competence, having good moral character recognized by students and colleagues, not violating discipline, and being healthy, are eligible to register for the competition.

2. At the provincial level

Teachers participating in the competition must meet the conditions stated in Clause 1 and have achieved at least one time the title of Excellent Vocational Teacher at the school level. Each school (locality or central) establishes a team to participate, with the number of team members determined by the Competition Organizing Committee.

3. At the National Level

a. Teachers participating in the national-level competition must be selected from the best teachers in the provincial-level competition. A teacher who wins first place in the national competition cannot participate in the next national competition.

b. Each province and centrally-administered city establishes a team and must register with the National Competition Organizing Committee according to the competition regulations. The number of team members participating in the competition is determined by the Competition Organizing Committee based on the principle of balancing the number of schools and vocational teachers in each province and centrally-administered city.

CHAPTER III

STRUCTURE OF THE COMPETITION

Article 6. Basic Level Competition

The basic level competition is organized by the school. The principal of the school is responsible for developing the content and plan for organizing the competition in accordance with Article 12 of these Regulations.

Article 7. Provincial Level Competition

The provincial level competition is organized by the Department of Education and Training. Three months before the competition date, the Department of Education and Training issues a written notice to vocational high schools and training institutions regarding the organization plan for the competition as stipulated in Article 12 of these Regulations.

Article 8. National Level Competition

1. The national level competition is organized by the Ministry of Education and Training. Four months before the national competition date, the Ministry of Education and Training issues a written notice to provincial Departments of Education and Training, vocational high schools, and training institutions regarding the organization plan for the competition as stipulated in Article 12 of these Regulations.

2. Provinces and centrally-administered cities establish teams of teachers to participate in the national competition (including teachers in the competition team; management staff and teachers sent to exchange experiences during the competition) based on the notice from the Ministry of Education and Training.

3. Lists of participating teams (by province or city) and required documents must be submitted to the Competition Organizing Committee two months before the opening of the national competition.

Article 9. Organization, Authority, and Responsibilities of the Competition Organizing Committee

Leaders at each level issue decisions to establish the Competition Organizing Committee

1. The Competition Organizing Committee consists of the Chairperson, Deputy Chairpersons, and other members.

a. Chairperson:

Basic level: The Principal or Deputy Principal in charge of training, authorized by the Principal.

Provincial level: The Director of the Department of Education and Training or Deputy Director in charge of vocational training, authorized by the Director.

National level: The Vice Minister of Education and Training or a Department Head authorized by the Vice Minister.

b. Deputy Chairperson:

Basic level: The Deputy Principal or Head of the Training Department, authorized by the Deputy Principal.

Provincial level: The Deputy Director of the Department of Education and Training (or the Head of the Professional Education Department, authorized by the Deputy Director of the Department of Education and Training) and the Principal of the hosting school.

National level: One leader from the Department level - Ministry of Education and Training, one leader from the provincial Department of Education and Training of the hosting province, and the Principal of the hosting school.

2. Members of the Competition Organizing Committee must be experienced educators, educational managers, experts, or reputable teachers with sufficient professional qualifications to manage and carry out the tasks of the competition.

3. The Competition Organizing Committee at each level is responsible for organizing, directing, and managing the entire competition at that level in accordance with these Regulations. The duties include:

a. Developing the competition organization plan and notifying the invited units about the plan and necessary details.

b. Implementing the competition plan in accordance with the Regulations.

c. Planning technical equipment, tools, and facilities needed, while ensuring material conditions, technical equipment, and safety for the competition.

d. Drafting the competition program, rules, and schedule.

đ. Summarizing, evaluating, and announcing the competition results.

e. Carrying out promotional activities for the competition and related events.

4. The Competition Organizing Committee dissolves itself after completing its tasks.

5. Authority and Responsibilities of the Chairperson of the Competition Organizing Committee

a. The Chairperson of the Competition Organizing Committee is responsible for overseeing all competition activities, deciding to establish the Examination Board and the Secretariat Sub-committee (if necessary, establishing a Technical Facilities and Service Sub-committee depending on specific circumstances at each level). These committees operate under the direct guidance of the Chairperson of the Competition Organizing Committee according to their assigned responsibilities.

b. The Chairperson of the Competition Organizing Committee decides the scoring framework and award structure for first, second, third prizes, and encouragement awards for participating teachers.

c. The Chairperson of the Competition Organizing Committee has the final authority to adjust and supplement the competition content in special cases and to revoke the participation rights of contestants and the marking rights of examiners if they violate the Regulations.

6. Authority and Responsibilities of the Deputy Chairperson of the Competition Organizing Committee

The Deputy Chairperson of the Competition Organizing Committee assists the Chairperson of the Competition Organizing Committee in tasks assigned and substitutes for the Chairperson when authorized by the Chairperson.

Article 10. Functions and Duties of the Secretariat Sub-committee of the Competition

1. Composition of the Secretariat Sub-committee of the Competition includes:

The Head of the Secretariat Sub-committee (appointed from among the members of the Competition Organizing Committee)

Members (including the General Secretary of the Competition and secretaries of the Examination Sub-committees)

2. The Secretariat Sub-committee is a permanent body, maintaining contact with members of the Organizing Committee, the Examination Board, and is tasked with:

a. Assist the Head of the Competition Organization Board in preparing contents for meetings of the Competition Organization Board, drafting necessary documents to organize, direct, and implement the Competition.

b. Introduce individuals with sufficient capacity to participate in the Competition Review Board and prepare a report to propose that the Head of the Competition Organization Board issue a decision to establish the Competition Review Board.

c. Contact and address requests from participating units in the Competition.

d. Receive and store the competition registration files of participating units and individuals.

đ. Preserve materials serving the Competition.

e. Write a summary report on the Competition.

g. Absolutely refrain from disclosing any information about lesson plans, answers, grading results, and award rankings of the Competition.

Article 11. Organization, Authority, and Responsibilities of the Competition Review Board

1. Composition of the Competition Review Board

a. The members of the Competition Review Board include:

Chairperson (served concurrently by the Head of the Competition Organization Board or Deputy Head of the Competition Organization Board);

Deputy Chairperson;

Other members.

b. The Competition Review Board is divided into sub-committees in different specialized fields. Each sub-committee consists of 3 to 5 judges, including one Sub-Committee Chairperson.

2. Authority and Responsibilities of the Competition Review Board

a. The Sub-Committees have the responsibility to grade the competition (both teaching performance and pedagogical knowledge and situation handling) for participating teachers; operate independently from the Competition Organization Board and from each other.

b. Members of the Competition Review Board must be teachers who have participated in vocational high school teaching, experienced management staff, possessing professional expertise and pedagogical skills, having good moral character, capable of objectively, accurately, and fairly evaluating teachers' lectures.

c. Members of the Competition Review Board shall not participate in training activities for teachers selected to compete.

3. Authority and Responsibilities of the Chairperson of the Competition Review Board

As the leader of the Competition Review Board; monitor and take full responsibility for all grading activities, announcing the results of the Competition, and other issues.

Maintain regular contact with the Head of the Competition Organization Board to resolve emerging issues.

Divide Competition Review Board members into sub-committees and designate Sub-Committee Chairpersons.

Transfer and supplement judges and secretaries when necessary.

Report the grading results of the Competition to the Head of the Competition Organization Board.

4. Authority and Responsibilities of the Deputy Chairperson of the Competition Review Board

The Deputy Chairperson assists the Chairperson of the Competition Review Board according to assigned tasks and replaces the Chairperson to handle work when authorized by the Chairperson.

5. Authority and Responsibilities of the Chairperson of the Sub-Committee of the Competition Review Board

Control all grading activities of the Sub-Committee in accordance with the Competition regulations.

Contact the Chairperson of the Competition Review Board to resolve all related issues.

Monitor the grading situation of the Sub-Committee to promptly reflect and propose necessary professional adjustments to the Chairperson of the Competition Review Board during the grading process.

Represent the Sub-Committee to answer questions from teams and teachers regarding scoring results and teacher evaluations.

Perform the duties of a judge.

6. Authority and Responsibilities of the Secretariat of the Competition Review Board:

Maintain confidentiality of examination questions;

Manage and distribute lecture presentations and necessary materials for judges during the grading process;

Process score results for competing teachers;

Compile Sub-Committee grading results, rank them from highest to lowest, and report the Sub-Committee grading results to the Chairperson of the Competition Review Board.

7. Authority and Responsibilities of Judges:

Receive and preview answers (knowledge and situation handling section), lesson plans, and lecture outlines of competing teachers in the assigned Sub-Committee.

Maintain appropriate posture and demeanor while performing duties. Avoid conversations, expressions, or actions that may affect teachers or disrupt the examination room atmosphere.

Grade according to the schedule set by the Competition Organization Board, ensuring accuracy, objectivity, fairness, and accountability for evaluation opinions and scores.

Demonstrate respect, objectivity, ensure scientific rigor, and promote collegiality, contributing to the Competition's outcomes.

All judges have equal roles in evaluating teachers' submissions.

Absolutely refrain from disclosing any information about lesson plans, answers, or grading results of the Competition.

PART IV
ORGANIZATION OF THE COMPETITION

Article 12. Announce the Competition organization plan and registration for participation

1. Contents of the announcement regarding the Competition plan include:

a. Objectives and requirements of the Competition.

b. Content and format of the Competition.

c. Participants, number, and conditions for registering to compete.

d. Time and location of the Competition.

đ. Trades and allocation of trades into sub-committees.

e. Evaluation criteria for submissions.

g. Standards for achieving Excellent Teacher status and the prize structure of the Competition.

h. Methods of funding the Competition and contribution fees.

2. Registration documents for the Competition include:

List of teachers in the team registering to compete;

Team list: team leader, deputy team leader, and members;

Lesson plans, lecture outlines (approved by the subject department and confirmed by the Principal);

Summary of individual achievements (confirmed by the Principal).

3. Participating units submit registration documents for the Competition to the Competition Organization Board according to specific regulations of the Competition organizing levels.

Article 13. Establish sub-committees of the Competition Review Board

1. The number of sub-committees in each Competition is unlimited. Depending on the number of trades or subjects being tested, they are divided into sub-committees. Trades or subjects within the same sub-committee must belong to the same field or closely related fields.

2. In cases where there are few teachers participating in certain trades or subjects insufficient to form a sub-committee, a combined sub-committee can be established.

Article 14. Grading Form

1. The grading form is designed in two types: theoretical lecture grading form and practical guidance lecture grading form. The grading form must be designed based on criteria reflecting the assessment objectives regarding the professional level, knowledge, pedagogical skills, and understanding of the competing teachers.

2. The method of calculating scores and ranking is decided by the Head of the Competition Organization Board and must be announced before the opening of the Competition.

Article 15. Organize and evaluate competition content at the Competition

1. Organize competition content

a. Each participating teacher may only conduct one lesson demonstration (theoretical) or practical class session within a 45-minute period.

b. The time for self-introduction, introduction of the school, position of the lecture hour, and pedagogical intentions of the lesson does not count towards the aforementioned time limit and shall not exceed five minutes.

c. The format for testing knowledge and handling pedagogical scenarios is determined by the Competition Organizing Committee. In the case of a question-and-answer test, the response time shall not exceed ten minutes following the completion of the lesson demonstration by the teacher.

2. Evaluation of Test Contents

After teachers complete all test contents, the Examination Sub-committee will comment and assess the main strengths and weaknesses of each test content on the following key aspects:

a. Quality of preparation for theoretical or practical lessons

b. Quality of teaching performance regarding pedagogy and subject matter (achieving lesson objectives, effectiveness, updated knowledge and skills; abundant reference materials for teaching; appropriate use of new teaching methods and educational tools; level of mastery of knowledge, skills, and techniques by the teacher; accuracy of knowledge conveyed during the class; proficiency and accuracy of model operations demonstrated to students);

c. Ability to organize and manage class hours;

d. Ensuring reasonable distribution of lesson time according to regulations;

đ. Level of mastery and ability to express and present knowledge and handling of pedagogical scenarios.

3. Evaluation Procedure

a. The content of the lesson and knowledge tests, as well as handling pedagogical scenarios, are evaluated through comments combined with scoring on the evaluation form as prescribed by the Competition Organizing Committee (school-level and provincial-level competitions may refer to the evaluation form template provided by the Ministry of Education and Training). Examiners must record their comments on the evaluation form.

b. After teachers complete all test contents, each member of the Examination Committee independently scores and records it on the evaluation form.

c. The time for commenting on a lesson demonstration should not exceed fifteen minutes. Examiners shall not repeat opinions already mentioned by previous examiners nor engage in debates among themselves or with the competing teachers.

d. Immediately after the conclusion of each test content, examiners submit their evaluation forms to the committee secretary for processing of the test results.

Article 16. Calculation of Scores and Ranking of Competition Results

a. The result score of a participating teacher is the average score from the evaluators in the sub-committee rounded to one decimal place without rounding off. b. The average score of team members is the team result score.

c. Team ranking among participating teams is based on the principle of ranking from highest to lowest team scores; if teams have equal team scores, they are ranked based on the number of teachers achieving higher awards relative to the total number of competing teachers.

d. Depending on the nature, requirements, and financial capacity of each competition level, the Competition Organizer decides on the award structure, minimum and maximum points for each award.

đ. To ensure accuracy, if any examiner's score deviates from the average score by two points or more, the Examination Sub-committee must review or discuss within the sub-committee to adjust before compiling the final score report to the Chief Examiner.

e. If consensus cannot be reached within the sub-committee, it must be reported to the Chief Examiner for resolution. The decision made by the Chief Examiner is final.

Summary and Announcement of Competition Results

Article 17. 1. After the examination sub-committees conclude their work, the Examination Committee convenes to hear the Chief Secretary Sub-committee's report on the aggregated test scores of all sub-committees, reach a unified assessment of the test results, and approve the meeting minutes to report to the Competition Organizer. The meeting minutes must be signed by the Chief Examiner, the Chief Secretary Sub-committee Head, and submitted to the Competition Organizer.

2. The Competition Organizer holds the final meeting prior to announcing the results and summarizing the competition. All members of the Competition Organizer, the Chief Organizer, Deputy Chief Examiners, Heads of Examination Sub-committees, and Secretary Sub-committees attend this final session. The Chief Competition Organizer oversees the meeting with the following agenda items:

Overall assessment of the competition results.

Agreement on awards and prizes for individuals and groups, and other issues related to the competition.

3. The test scores of all teachers are compiled from highest to lowest and publicly announced at the competition summary session, simultaneously sending the results to participating units.

4. One week after the competition concludes at the venue, participating units submit reports on the competition results to the superior management authority: Department of Education and Training, Ministry of Education and Training (Department of Vocational Training and Enterprises). The report includes:

Organization of the competition, assessment of competition results, and statistics of subjects tested along with the list of examiners.

List of teachers awarded the title of Excellent Teacher.

List of individual and team awards and commendations.

Protest and Disciplinary Procedures

Article 18. 1. Any individual or unit participating in the competition who wishes to protest against the test results and rankings must do so through their team leader. Competition organizers at various levels do not resolve individual protests.

2. Depending on the severity of violations of competition regulations, measures such as revoking examination rights, participation rights, or nullifying the results of violating individuals or groups according to the Competition Regulations for Vocational Teachers will be taken.

Commendation and Competition

Article 19. Units actively participating in competition activities will be included in the criteria for evaluating the unit's competitive spirit.

These provisions in these Regulations apply uniformly across all levels of the Excellent Teacher Competition.

CHAPTER V

IMPLEMENTING PROVISIONS

Article 20. The Competition Organizer will implement and plan the competition in accordance with specific conditions of the competition level to achieve effectiveness and practical impact.

The Organizing Committee shall concretize the provisions above and develop a plan to organize the Competition in accordance with the specific conditions of the Competition level to achieve effectiveness and practical impact.
