Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government on the financial system applicable to units with income and Circular No. 25/2002/TT-BTC dated March 21, 2002;
Pursuant to Decision No. 146/2001/QĐ-BTC dated December 27, 2001 of the Minister of Finance on the allocation of state budget revenue and expenditure plan for 2002;
Pursuant to Circular No. 14376/TC-HCSN dated December 31, 2002 of the Ministry of Finance regarding the verification of units with income in 2002;
At the proposal of the Director of the Department of Finance and Accounting;
DECISION:
Article 1. Delegating financial autonomy according to the regulation on self-financing part of regular operational expenses to: School of Mechanical and Electrical Workers II.
Article 2. The state budget funds allocated to ensure regular operations for the unit amount to: 3,557 million VND (Three billion five hundred fifty-seven million VND).
This amount will be stabilized for three years (2002, 2003, 2004) and will be increased annually according to the rate determined by
Article 3. Based on the state budget revenue and expenditure plan for 2002 already assigned by the Ministry, the stable expenditure for three years as stated in Article 2 above, the head of the unit shall be responsible for organizing and implementing the financial autonomy mechanism in accordance with Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government and Circular No. 25/2002/TT-BTC dated March 21, 2002 of the Ministry of Finance.
