of the Office of the General Department for Standardization, Measurement and Quality Control
THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;
Pursuant to Decision No. 140/2004/QĐ-TTg dated August 5, 2004 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department for Standardization, Measurement and Quality Control;
Considering the proposal of the Director of the General Department for Standardization, Measurement and Quality Control, and the Head of the Personnel Department;
DECISION:
Article 1. Issued together with this Decision is the Charter on Organization and Operation of the Office of the General Department for Standardization, Measurement and Quality Control.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, the Heads of the Personnel Department, the Director of the General Department for Standardization, Measurement and Quality Control, the Heads of related units, and the Head of the Office of the General Department shall be responsible for implementing this Decision./.

ORGANIZATION AND ACTIVITIES
OF THE OFFICE OF THE GENERAL DEPARTMENT FOR STANDARDIZATION, MEASUREMENT AND QUALITY CONTROL

FUNCTIONS, TASKS AND POWERS
PART I
The Office of the General Department for Standardization, Measurement and Quality Control (hereinafter referred to as the Office) is a unit under the General Department for Standardization, Measurement and Quality Control, having the function of assisting the Director of the General Department in managing the general activities of the General Department; organizing coordination and cooperation among subordinate units; developing, managing, and implementing the program and work plan of the General Department; managing financial resources and assets of the third-level budgetary unit of the Office.
Article 1. The Office has its own seal bearing the name of the Office; it has accounts at State banks and treasuries.
The Office has specific tasks and powers as follows:
Article 2. 1. Drafting documents and policies:
a) Taking the lead or coordinating in drafting and submitting to the Director of the General Department for approval and issuance of the Working Regulations and other internal regulations; monitoring, urging, and inspecting subordinate units to implement the Working Regulations, internal regulations, and decisions of the Director of the General Department.
b) Proposing guidelines, policies, laws, and important management mechanisms to be assigned to relevant subordinate units for research and submission to the Director of the General Department.
2. Receiving, reviewing legal and administrative aspects of outgoing documents signed by the leadership of the General Department and draft documents.
3. Managing and guiding the implementation of administrative, archival, and documentation work of the General Department in accordance with current state regulations.
4. Monitoring and urging subordinate units in preparing assigned projects and implementing tasks assigned by the leadership of the General Department.
5. Developing and implementing the work plan of the General Department:
a) Participating in monitoring, inspecting, and reporting to the Director of the General Department on the implementation of work plans by units; directly implementing the work plan of the Office.
b) Guiding subordinate units to develop long-term and annual investment construction plans to submit for approval by competent authorities; managing and organizing the implementation of investment projects under the General Department in accordance with laws and the division of labor by the Director of the General Department regarding investment and construction. Managing and organizing the planning of houses and land under the ownership of the General Department; managing and organizing the implementation of small-scale construction and major repairs in the Nghia Do area.
6. Ensuring administrative activities of the General Department:
a) Managing the annual operating funds of the third-level financial unit of the Office, implementing financial systems and social policies for staff, civil servants, officials, and workers of the Office and subordinate units not managed financially;
b) Arranging work schedules and performing secretarial duties for the leadership of the General Department;
c) Organizing and managing administrative and security work in the Nghia Do area. Directly implementing administrative and security work at the headquarters of the General Department;
d) Ensuring information, communication, printing, and photocopying of documents; managing and coordinating the use of vehicles to serve the work requirements of the leadership of the General Department, units within the General Department.
7. Regarding competition, commendation, information dissemination, and reception work of the General Department:
a) Acting as the permanent body for competition, commendation, and information dissemination of the General Department;
b) Leading and coordinating with relevant units to organize and implement reception work of the General Department.
8. Other works:
a) Leading and supervising self-defense, typhoon and flood prevention, fire prevention and extinguishing, public welfare labor;
b) Organizing and implementing hygiene, family planning, and health protection work for staff, civil servants, and officials in the General Department;
c) Managing personnel, civil servants, workers, files, documents, and assets of the Office according to the regulations of the General Department;
d) Implementing other tasks assigned by the Director of the General Department.
ORGANIZATIONAL STRUCTURE
Chapter II
The organizational structure of the Office includes:
Article 3. 1. Administrative and General Affairs Section;
2. Financial Section;
3. Administrative Management Section;
4. Basic Construction Section.
The Office operates under the head system.
Article 4. The leadership of the Office consists of the Head of the Office and several Deputy Heads of the Office.
The Head of the Office is responsible before the Director of the General Department and the law for the entire organization and operation of the Office.
Deputy Heads of the Office assist the Head of the Office in handling one or more areas of work as assigned by the Head of the Office; they are responsible before the Head of the Office and the law for the tasks assigned to them.
The Heads of units under the Office are responsible before the Head of the Office for the tasks assigned to them.
In case of absence, the Head of the Office delegates authority to a Deputy Head of the Office to manage the operations of the Office and be responsible for the decisions made by the delegated Deputy Head of the Office.
The appointment and removal of the leadership of the Office and the leadership of units within the Office shall be carried out in accordance with state regulations, regulations of the Ministry of Science and Technology, and regulations of the General Department for Standardization, Measurement and Quality Control.
Article 5. The appointment and removal of the Office Leaders and the leaders of units within the Office shall be carried out in accordance with the provisions of the State, the Ministry of Science and Technology, and the General Department of Standards, Measurement, and Quality.
Chapter III
WORK RELATIONSHIPS
Article 6. The Director of the Office shall manage all activities of the Office based on this Charter and in accordance with the working regulations of the Standard Measurement Quality Control总局。
Article 7. The Director of the Office shall implement the working system and work relations with the heads of subordinate units under the总局according to the working regulations of the总局and other provisions of the总局Director。
Article 8. The Office shall undertake the central tasks of the总局in transactional relationships with superiors, subordinates, state agencies, and related units as prescribed by law or by delegation from the总局Director to perform assigned functions and duties。
Chapter IV
IMPLEMENTING PROVISIONS
Article 9. The Director of the Office shall cooperate with the Head of the Organization and Cadre Department to organize and implement this Charter according to the directives of the总局Director of the Standard Measurement Quality Control总局。
Article 10. Any amendments or supplements to this Charter shall be proposed by the总局Director of the Standard Measurement Quality Control总局in collaboration with the Director of the Organization and Cadre Department to the Minister of Science and Technology for consideration and decision。
