Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, duties, powers and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Article 1. Position and Functions
The Vietnam Registry is an organization under the Ministry of Transport, performing the function of state management over vehicle registration for transportation means and equipment, specialized construction equipment, containers, boilers, and pressure vessels used in road, railway, inland waterway, and maritime transport throughout the country (hereinafter referred to as transportation means and equipment); organizing the implementation of technical quality and safety inspections of various transportation means and equipment and offshore oil exploration, exploitation, and transportation equipment according to the law.
The Vietnam Registry has legal personality, administrative seals and business seals, and is entitled to open bank accounts; its headquarters is located in Hanoi City.
The Vietnam Registry's name in English is: VIET NAM REGISTER, abbreviated as: VR.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Take the lead in drafting and submitting to the Minister of Transport long-term strategies, five-year plans, annual plans, national programs, and projects on vehicle registration for transportation means and equipment throughout the country.
2. Take the lead in drafting and submitting to the Minister of Transport draft laws, ordinances, and other regulatory legal documents on vehicle registration; issue such professional management documents on vehicle registration within its authority.
3. Take the lead in drafting and submitting to the Minister for issuance, or the Minister for submission to competent state authorities for issuance, standards and technical regulations on transportation means and equipment and mechanical product lists for transportation within its scope of management.
4. Organize the implementation, inspection, and review of systems of regulatory legal documents, strategies, plans, and technical standards related to vehicle registration activities after their promulgation or approval.
5. Take the lead or coordinate in disseminating information, promoting, popularizing, and educating the public about vehicle registration.
6. Organize the implementation of technical quality and safety inspections and environmental protection for transportation means and equipment and other means and equipment (excluding those serving defense, security purposes, and fishing vessels), including:
a. Review designs for the production, repair, and modification of transportation means and equipment and offshore oil exploration, exploitation, and transportation equipment;
b. Inspect and recognize types and operational scopes based on permissible safety levels for transportation means and equipment and offshore oil exploration, exploitation, and transportation equipment;
c. Inspect and issue certificates of technical quality and safety and environmental protection during the manufacture, assembly, repair, modification, import, and operation of transportation means and equipment;
d. Inspect, evaluate, and issue certificates of technical safety and environmental protection for ships, offshore oil exploration, exploitation, and transportation equipment according to Vietnamese laws and international maritime safety conventions that Vietnam has signed or joined;
đ. Evaluate and issue certificates for ship safety management systems, security systems, and security plans for Vietnamese ships according to the International Safety Management Code and the International Ship and Port Facility Security Code;
e. Inspect and issue certificates of technical safety for foreign ships according to international practices or at the request of competent Vietnamese state authorities;
g. Inspect and issue certificates of technical safety for cargo handling equipment, specialized construction equipment, containers, boilers, pressure vessels, and other specialized equipment used in transportation;
h. Evaluate and issue certificates of quality management and environmental protection systems according to requirements from organizations and enterprises as prescribed by law;
i. Inspect the technical condition of transportation means and equipment and offshore oil exploration, exploitation, and transportation equipment upon request from state agencies or owners of such means and equipment;
k. Consider authorizing foreign vehicle registration organizations to inspect and issue safety certificates for ships and offshore oil exploration, exploitation, and transportation equipment at the request of owners of such means and equipment;
l. Guide and inspect domestic and foreign vehicle registration organizations in implementing vehicle registration work;
m. Organize the collection of registration fees and charges according to the law.
7. Draft and submit to the Minister plans for international cooperation and integration in vehicle registration; participate in drafting, negotiating, signing, and joining international treaties and agreements and international organizations on vehicle registration; organize the implementation of international cooperation and integration activities in vehicle registration according to the分级规定。
8. Draft and submit to the Minister the announcement of vehicle registration unit standards. Organize the evaluation and certification of operating conditions of vehicle registration units and testing facilities serving vehicle registration work according to the law.
9. Develop training content and programs, set standards for vehicle inspectors, evaluators, and technical staff. Organize training and issuing certificates for vehicle inspectors, evaluators, and technical staff according to the law; train managers of safety, ship security officers, and security staff of organizations and enterprises according to the International Safety Management Code and the International Ship and Port Facility Security Code.
10. Specify the management and issuance of various seals in vehicle registration activities.
11. Regarding the management of investment projects in the field of vehicle registration:
a. Implement the functions, tasks, and authorities of the investment decision-making agency and the project owner for construction investment projects according to the分级和授权 of the Ministry of Transport;
b. Carry out the functions of the competent state management agency for investment projects related to inspection.
12. Organize the implementation of scientific research work, the application of scientific and technological progress in inspection activities.
13. Develop and implement the administrative reform program of the Bureau in accordance with the objectives and content of the administrative reform program of the Ministry of Transport.
14. Conduct inspections, audits, handle complaints, accusations, anti-corruption, and eliminate negative practices within the authority of the Bureau.
15. Draft and submit to the Minister for approval the organizational structure of the Bureau; manage the organizational apparatus, staffing of the Bureau; implement salary systems and incentive policies, rewards, and disciplinary measures for officials, civil servants, and workers in accordance with the provisions of the law.
16. Manage the financial resources and assets of the Bureau in accordance with the provisions of the law.
17. Directly engage with relevant state agencies or under the authorization of the Minister of Transport.
18. Perform other tasks assigned by the Minister.

Article 4. Leadership of the Vietnam Inspection Bureau
1. The Vietnam Inspection Bureau has a Director who is the head, responsible to the Minister of Transport and the law for all activities of the Vietnam Inspection Bureau; the Deputy Directors assist the Director and are responsible to the Director and the law for the tasks assigned by the Director.
2. The Director of the Vietnam Inspection Bureau is appointed and relieved of duty by the Minister of Transport.
3. The Deputy Directors of the Vietnam Inspection Bureau are appointed and relieved of duty by the Minister of Transport upon the recommendation of the Director of the Vietnam Inspection Bureau.
Article 5. Effectiveness and Responsibility for Implementation
1. This Decision takes effect 15 days after its publication in the Official Gazette; it abolishes Decision No. 2570/2003/QĐ-BGTVT dated August 29, 2003 of the Minister of Transport on the functions, tasks, authorities, and organizational structure of the Vietnam Inspection Bureau, and any previous regulations that conflict with this Decision.
2. The Heads of the Office, Inspectorate, Department Heads, Director of the Vietnam Inspection Bureau, and Heads of agencies and units under the Ministry are responsible for implementing this Decision./.
