Article 2. This Circular takes effect six months from the date of issuance.

Article 3. The Director of the Office of the Ministry, Heads of the Science, Technology, and Environment Department, the Plant Protection Bureau, Heads of Units, and individuals concerned shall be responsible for implementing this regulation.

IN THE COURSE OF IMPLEMENTATION, ANY DIFFICULTIES SHOULD BE PROMPTLY REPORTED TO THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT FOR STUDY AND AMENDMENT./.
