CIRCULAR
Issuing National Technical Regulations on Plant Quarantine and Plant Protection
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development and
Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
On the basis of the Plant Protection and Quarantine Ordinance No. 36/2001/PL-UBTVQH10 dated July 25, 2001.

Article 1. Attached to this Circular are the National Technical Regulations on the field of Plant Quarantine and Protection:

1. National Technical Regulation on Field Testing for the Efficacy of Medicines Treating and Preventing Bacterial Leaf Blight Disease (Xanthomonas oryzae Swings et al) in Rice

Code: QCVN 01-14 : 2010/BNNPTNT.

2. National Technical Regulation on Field Testing for the Efficacy of Insecticides Against Planthoppers in Rice

Code: QCVN 01-15 : 2010/BNNPTNT.

3. National Technical Regulation on Procedures for Quarantine of Beneficial Insects Imported into Isolation Areas for Plant Quarantine

Code: QCVN 01-16 : 2010/BNNPTNT.

4. National Technical Regulation on Procedures for Surveying and Monitoring Pest Species on Citrus Seedlings Imported into Isolation Areas for Plant Quarantine

Article 2. This Circular takes effect six months from the date of issuance.

Article 3. The Director of the Office of the Ministry, Heads of the Science, Technology, and Environment Department, the Plant Protection Bureau, Heads of Units, and individuals concerned shall be responsible for implementing this regulation.

IN THE COURSE OF IMPLEMENTATION, ANY DIFFICULTIES SHOULD BE PROMPTLY REPORTED TO THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT FOR STUDY AND AMENDMENT./.
