Issuing the "Radio Frequency Band Plan for the 2300-2400 MHz Mobile IMT System in Vietnam"

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to the Radio Frequency Law dated November 23, 2009;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to Decision No. 125/2009/QĐ-TTg dated October 23, 2009 of the Government Chairman on the National Radio Frequency Spectrum Planning;

At the proposal of the Director of the Radio Frequency Management Department,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. Issuing the "Radio Frequency Band Plan for the 2300-2400 MHz Mobile IMT System in Vietnam" with the following contents:

2. Applicability:

This plan shall be applied for deploying mobile communication systems according to the IMT standard of the International Telecommunication Union (ITU) in Vietnam within the 2300-2400 MHz band.

2. Contents of the Plan:

a. The 2300-2400 MHz band is allocated for the IMT mobile communication system in Vietnam using Time Division Duplex (TDD) technology.

b. The 2300-2400 MHz band is divided as follows:

c. Each operator of the IMT mobile communication system is assigned one of the blocks A, B, or C as specified in the frequency band usage license.

d. The 2390/2400 MHz segment is reserved as a protective band for radio systems in the 2400-2483.5 MHz band.

e. Operators of the IMT mobile communication system licensed in the 2300-2400 MHz band are responsible for coordinating with each other in the use of radio frequencies and applying measures to prevent harmful interference, including synchronization measures.

3. Implementation of the Plan:

a. Organizations and individuals are not allowed to use new and deploy additional radio equipment in the 2300-2400 MHz band.

b. Organizations and individuals currently permitted to use radio communication systems in the 2300-2400 MHz band for purposes not stipulated in this plan will not have their permits renewed and must convert or cease operations in accordance with regulations of the Ministry of Information and Communications.

Article 2. This Circular takes effect from February 1, 2011.

Article 3. The Director of the Office, the Director of the Radio Frequency Management Department, the Heads of agencies and units under the Ministry of Information and Communications, organizations, individuals producing, importing, and trading in radio equipment for use in Vietnam are responsible for implementing this Circular./.
