Circular No. 26/2011/TT-BCT amends and supplements administrative procedures set forth in Circular No. 01/2007/TT-BCN dated January 11, 2007, issued by the Ministry of Industry guiding standards, procedures, and documentation for the awarding of titles of National Artisan and Outstanding Artisan.

Amending and supplementing administrative procedures in Circular No. 01/2007/TT-BCN dated January 11, 2007 of the Ministry of Industry

guiding standards, procedures, administrative processes, and files for awarding the title of National Artisan and Distinguished Artisan

Pursuant to Resolution No. 54/NQ-CP dated December 10, 2010 of the Government on simplifying administrative procedures within the scope of management functions of the Ministry of Home Affairs;

The Minister of Industry and Trade amends and supplements administrative procedures in Circular No. 01/2007/TT-BCN dated January 11, 2007 of the Ministry of Industry guiding standards, procedures, administrative processes, and files for awarding the title of National Artisan and Distinguished Artisan as follows:

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Article 1. Amending and supplementing administrative procedures in Circular No. 01/2007/TT-BCN as follows:

1. Amend the provisions regarding the number of sets of application files listed in Clause 5.1, 5.2, 5.3, 5.4 Section III of Circular No. 01/2007/TT-BCN to be three (3) sets, each set including one (1) copy of the documents listed under those clauses.

2. Amend the provision on "certified true copies" of domestic and international award certificates at Point c Clause 5.1 Section III of Circular No. 01/2007/TT-BCN to read "certified true copies for cases where the application is submitted via postal service, or photocopies accompanied by original documents for comparison for cases where the application is submitted directly, or scanned copies from original documents if the administrative procedure applies electronic submission."

3. Change the name of section "I. Curriculum vitae" in Table 1 attached to Circular No. 01/2007/TT-BCN to "I. General Information".

4. Remove items 9 and 10 in Section I Table 1 attached to Circular No. 01/2007/TT-BCN, replacing them with the content "Time directly engaged in the profession (from year ... to year ...)".

5. Remove the word "family" at item 12 in Section I Table 1 attached to Circular No. 01/2007/TT-BCN.

6. Amend the term "separation" to "employment" in Section II Table 1 attached to Circular No. 01/2007/TT-BCN.

7. Change the name of section "V. Main achievements" in Table 1 attached to Circular No. 01/2007/TT-BCN to "V. Self-assessment of Competence and Moral Character".

8. Remove Point 4 in Section V Table 1 attached to Circular No. 01/2007/TT-BCN.

9. For the content of confirmation by the head of the unit, the artisan may obtain confirmation from the organization where the artisan works, lives, or is a member, such as: enterprise, cooperative, association, etc. In case the artisan does not participate in any organization, confirmation shall be obtained from the People's Committee of the commune where the artisan resides.

This Circular takes effect from August 25, 2011./.

9. Regarding the content requiring confirmation from the head of the unit, the artisan may obtain confirmation from the organization where the artisan works, lives, or is a member, for example: enterprises, cooperatives, associations, etc. In cases where the artisan does not participate in any organization, confirmation shall be obtained from the People's Committee of the commune where the artisan resides.

Article 2. Effective Date

This Circular takes effect from August 25, 2011./.
