CIRCULAR
Issuing National Technical Regulations on safety of industrial explosive products - non-electric slow-burning delay detonator LP
On the basis of the Law on Standards and Technical Regulations dated June 29, 2006;
On the basis of the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools dated June 20, 2017;
On the basis of the Law on Product Quality dated November 21, 2007;
On the basis of Decree No. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
On the basis of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;
On the basis of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product Quality;
Pursuant to the proposal of the Director of the Department of Industrial Safety and Environmental Technology;
The Minister of Industry and Trade issues this Circular issuing National Technical Regulations on safety of industrial explosive products - Hexogen explosives.
Article 1.
Issuance This Circular hereby promulgates the National Technical Regulations on safety of industrial explosive products - Hexogen explosives, attached hereto.
Designation: QCVN 12 - 13:2022/BCT.
Article 2. Effective Date
This Circular takes effect from July 1, 2023.
Article 3. Implementation
The Director of the Ministry's Office, Directors of Departments: Industrial Safety and Environmental Technology, Chemicals; Heads of Science and Technology Department; Directors of Industry and Trade Departments of provinces and centrally-administered cities; Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
