Pursuant to the Law on Prices dated June 19, 2023;
Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Law on Prices;
Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to the proposal of the Director of the HIV/AIDS Prevention and Control Department;
The Minister of Health issues this Circular regulating the economic and technical characteristics of services for the treatment of drug addiction in the form of narcotic substances at public enterprise units.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular regulates the economic and technical characteristics of services for the treatment of drug addiction in the form of narcotic substances at public enterprise units.
Article 2. This Circular applies to public enterprise units providing services for the treatment of drug addiction in the form of narcotic substances and related organizations and individuals.

Clause 2. The economic and technical characteristics of services for the treatment of drug addiction in the form of narcotic substances using other methods shall be implemented in accordance with the laws on diagnosis and treatment.
Article 3. Effectiveness
This Circular takes effect from December 15, 2024.
Article 4. Responsibilities for Implementation
The Director of the HIV/AIDS Prevention and Control Department, the Director of the Planning and Finance Department, and the heads of units under and affiliated with the Ministry of Health; the Directors of Provincial Health Departments and central city health departments, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to promptly report to the Ministry of Health (HIV/AIDS Prevention and Control Department) for consideration and resolution./.
