Supplemental guidance on the collection of fees for issuing passports and other certificates for
foreigners and Vietnamese citizens entering, exiting, and residing in Vietnam
Implementing Article 16 of Decree No. 04/CP dated January 18, 1993 of the Government "Detailed Regulations on the Implementation of the Ordinance on Entry, Exit, Residence, and Travel of Foreigners in Vietnam," after consultation with the Ministry of Foreign Affairs and the Ministry of Interior, the Ministry of Finance supplements certain provisions of Circular Joint No. 71/TT-LB dated December 5, 1991 "Regulations on the Collection of Fees for Issuing Passports and Other Certificates for Foreigners and Vietnamese Citizens Entering, Exiting, and Residing in Vietnam" as follows:
1. Some terms used in Circular Joint No. 1/TT-LB dated December 5, 1991 are defined as follows:
The term "Overseas Chinese" is replaced by "foreigners with permanent residence."
The term "Overseas Vietnamese" is replaced by "Vietnamese citizens residing abroad."
The term "residence certificate" is replaced by "permanent residence certificate."
The term "residence permit" is replaced by "temporary residence certificate."
2. Supplementary additions to point 2 "fees collected" under Section I "scope of application and fees collected" are as follows:
Organizations and individuals of Vietnamese nationality when requesting visa services from the Ministry of Foreign Affairs for entry or transit through countries without visa exemption agreements with Vietnam must pay visa application fees. Domestic organizations and individuals applying for visas for foreigners (including Vietnamese citizens residing abroad) must pay telegraph fees for visa issuance for entry into Vietnam.
3. Supplementary additions to point 1 "subjects subject to fee collection" under Section II "subjects subject to fee collection and exemptions" are as follows:
For state officials and employees dispatched for work or study abroad funded by the State budget or business capital of their units (including cases where foreign entities fund the missions but the dispatching entity bears incidental expenses and travel costs), the fees for passport issuance and other certificates specified in Circular Joint No. 71/TT-LB dated December 5, 1991 shall be paid by the dispatching organization or unit.
4. Supplementary additions to point 1 in the fee schedule:
A travel pass issued by the People's Committee of a district or town for trade personnel and border area staff of Vietnam to cross into the corresponding border areas of China shall be charged at 10,000 VND per pass, with an additional charge of 2,000 VND for renewal.
A travel pass issued by the People's Committee of a commune or town for residents of border areas to cross into adjacent border areas of China shall be charged at 3,000 VND per pass, with an additional charge of 2,000 VND for renewal.
Visa application fee: 10,000 VND per visa.
Transit visa application fee: 5,000 VND per visa.
Telegraph fee for visa issuance shall be based on the tariff set by the General Post Office.
5. Amendments and supplements to Article 2 in the fee schedule:
a) Additional items to be collected:
"- Amendment and supplementation of issued visas:
Supplementing a single-entry visa to a multiple-entry visa valid for less than six months: 25 USD.
Supplementing a single-entry visa to a multiple-entry visa valid for six months or more: 75 USD.
Amending other contents already recorded in the visa: 5 USD".
b) Removal of the following two items to be collected:
Issuance of a temporary residence permit valid for less than six months: 3 USD.
Issuance of a temporary residence permit valid for more than six months: 4 USD.

6. Amend item a, point 2, part IV management and use of revenue as follows:
a) The organization collecting fees may retain 10% of the total revenue in Vietnamese dong (including foreign currency converted to Vietnamese dong) to cover passport purchase costs, exit and entry document costs, and other expenses, and to reward staff with outstanding performance, but the total annual reward shall not exceed four basic salaries plus allowances. The remaining amount after covering expenses and rewards shall be added to the regular budget of the organization.
7. This circular takes effect from April 1, 1993. Points not mentioned in this circular shall continue to be implemented according to Circular Joint No. 71-TT/LB dated December 5, 1991.

Passport (including visa, first issue): 20,000 VND
Travel pass, exit permit: 18,000 VND
Extension of passport, travel pass, exit permit: 10,000 VND

Issuance of permanent residence certificate for foreigners with permanent residence in Vietnam: 12,000 VND
Extension of permanent residence certificate for foreigners with permanent residence in Vietnam: 5,000 VND
Issuance of single-entry visa with existing passport: 10,000 VND
Issuance of multiple-entry visa with existing passport: 15,000 VND
Extension of single-entry visa: 5,000 VND
Extension of multiple-entry visa: 10,000 VND
Amendment and supplementation of other contents in the above-mentioned visa documents: 5,000 VND
Travel pass for trade personnel and border area staff of Vietnam crossing into the corresponding border areas of China: 10,000 VND per pass. Renewal fee: 2,000 VND per pass.
Travel pass for residents crossing into adjacent border areas of China: 3,000 VND per pass. Renewal fee: 2,000 VND per pass.
Visa application fee for entry into destination country: 10,000 VND per visa.
Visa application fee for transit through third country: 5,000 VND per visa.
Telegraph fee for visa issuance shall be based on the tariff set by the General Post Office.
In case of reissuance due to loss or damage, double the prescribed fee will be charged.
2- Fees applicable to foreigners and Vietnamese citizens residing abroad:
Issuance of single-entry visa for entry, exit, or transit: 25 USD
Issuance of multiple-entry visa valid for less than six months: 50 USD.
Issuance of multiple-entry visa valid for six months or more: 100 USD.
Amendment and supplementation of issued visas:
Converting a single-entry visa to a multiple-entry visa valid for less than six months: 25 USD.
Amend single-entry visa to multiple-entry visa for six months or more at 75 USD.
Amend and supplement other contents recorded on the visa at 5 USD.
Extend single-entry visa and transit visa at 10 USD.
Extend multiple-entry visa at 20 USD.
Extend temporary residence certificate at 2 USD.
Issue travel permit at 3 USD.
Extend travel permit at 2 USD.
In case of reissuing the above documents due to loss or damage, double the prescribed fee will be charged.
3. Other related fee charges:
For foreigners and overseas Vietnamese entering without having completed the application procedures and personnel approval, but if approved for entry by the Ministry of Public Security, in addition to the visa fee stipulated in point 2 above, an additional 25 USD will be charged for the processing fee and inquiries to relevant agencies./.
