DIRECTIVE

Regarding the continued vigorous implementation of Decrees 87/CP, 88/CP

of the Government and Directive 814/TTg of the Prime Minister

In December 1995, the Government issued Decrees 87/CP, 88/CP; the Prime Minister issued Directive 814/TTg to launch a campaign to strengthen management of cultural activities and cultural services, and to intensify efforts to eliminate serious social evils.

Under the leadership of Party committees at all levels, People's Committees at all levels, heads of ministries and sectors, and mass organizations at central and local levels, with the support and participation of the people, the campaign has been widely implemented and continuously achieved many results in state management, construction of cultural facilities to meet people's cultural needs, inspection, supervision, and handling of violations, leading to new changes in public awareness, reducing and eliminating unhealthy phenomena, gradually changing the face of culture and society in both urban and rural areas nationwide.

However, the achievements made so far are only initial and not yet solid. The activities of state management agencies at all levels in propaganda, mobilization, and organization of the campaign have shown a declining trend. The demand for cultural enjoyment of the people, especially young people and students, is increasing while there are still few new cultural works and facilities produced and built. Unhealthy phenomena in cultural activities and cultural services and social evils still exist.

The campaign needs to be strengthened and carried out continuously to maintain existing achievements and achieve better progress in 1997.

The Minister of Culture and Information instructs:

1. Strengthening management of cultural activities and cultural services and intensifying efforts to eliminate serious social evils is a broad and long-term social movement initiated by the Government with significant meaning, an important component in protecting Vietnamese culture, building a modern culture rich in national identity, contributing to the construction and defense of the country during the period of renovation. Party committees at all levels, People's Committees at all levels, political and social organizations, and heads of units need to enhance propaganda and education to raise public awareness and create a broad and continuous social movement to better implement Decrees 87/CP, 88/CP of the Government and Directive 814/TTg of the Prime Minister.

2. State management agencies, research institutes, production and business units, import-export units, service establishments under the Ministry of Culture and Information, film studios, and art troupes across the country should develop specific plans and programs to produce high-quality products such as books, publications, feature films, video films, artistic performances, organize grassroots cultural and artistic movements, competitions, and traditional festivals. Propose to People's Committees at all levels to build entertainment and sports centers and tourist attractions in localities that attract large crowds, meeting the requirements of the people, young people, students, and college students.

Continue to improve, supplement, and direct the Cultural and Information Inspection forces at all levels to be the backbone in implementing inspections and controls on their respective territories. Arrange cultural staff in wards, towns, and townships with good qualities and abilities to assist People's Committees in managing cultural work locally. Coordinate with the Public Security sector, Market Management sector, and anti-social evil forces to enhance the effectiveness of inter-sectoral activities in inspections and controls.

Organize regular inspections and audits to detect and strictly handle violations in various fields of film, music, book, advertising, and public cultural activities.

Seize and impose administrative penalties on violators for importing and circulating harmful audio tapes, video tapes, books, and publications, or pursue criminal responsibility if they violate the law. Firmly deal with dance halls and karaoke bars engaging in prostitution.

Improve the information reporting system, conduct mid-term and final reviews, draw lessons, reward individuals and units with outstanding achievements, and discipline employees who commit violations.

4. The Director of the Ministry's Inspectorate shall be responsible for assisting the Ministry in directing the organization of the continued vigorous implementation of the campaign within the scope of the industry, coordinating with relevant departments and sectors at the central level in inter-sectoral activities. Implement the information reporting system.

Directors of Provincial Departments of Culture and Information under the Central Government shall be responsible before the Ministry for directing the organization of implementation of functions and responsibilities of local management. Strengthen the inspection work of the Department to continue vigorously implementing this campaign.

The Director of the Ministry's Inspectorate; the Heads of the Film Bureau, Publishing Bureau, Grassroots Culture and Information Bureau, Performing Arts Bureau; and the Directors of Provincial Departments of Culture and Information under the Central Government shall develop specific programs for implementation, report results to the Ministry monthly, quarterly, and annually.
