THE MINISTER OF FINANCE

Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1659/QD-TTg dated November 17, 2008 of the Prime Minister on supporting localities in mitigating the aftermath of floods and rains;
At the proposal of the Director of the National Reserve Agency,

Pursuant to …;

Article 1. The National Reserve Agency shall release (without charge) 5,400 tons of rice from the national reserve to support localities in mitigating the aftermath of floods and rains, including:

- Province of Ninh Binh: 1,000 tons.

- Province of Bac Giang: 1,000 tons.

- Province of Thanh Hoa: 900 tons.

- Province of Nghe An: 1,000 tons.

- Province of Ha Tinh: 1,500 tons.

Article 2. The National Reserve Agency shall coordinate with the People's Committees of the supported provinces to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan.

The National Reserve Agency shall reduce the national reserve capital for the aforementioned quantity of rice according to the accounting records and report the final settlement of relief supplies in accordance with the prescribed guidelines.

Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve Agency, the Director of the State Budget Department, the Director of the Financial Management Department, the Director of the Price Management Bureau, and the Head of the Ministry's Office are responsible for implementing this Decision.
