Hanoi, March 21, 1956

JOINT CIRCULAR

Regarding the suspension of the issuance of various material allowances for cadres, workers, and employees

--------------------------

MINISTER OF FINANCE-MINISTER OF INTERIOR-MINISTER OF LABOR

Respectfully submitted to:

- Ministries
- Central agencies and mass organizations
- Administrative committees of regions and provinces.

During the period of resistance, due to financial difficulties and unstable prices, to ensure the material living conditions of cadres, workers, and employees, the Government implemented the semi-supply system (in addition to rice and money for food and miscellaneous expenses, each person was also provided with cloth, quilts, mosquito nets, and winter coats).

Now, the semi-supply system has been abolished since July 1, 1955. The new salary system has been issued and ensures relatively sufficient support for each person in terms of food, clothing, and miscellaneous expenses. This system is appropriate for the current economic recovery situation of the country.

Prior to July 1, 1955, all claims for material items (cloth, quilts, mosquito nets, winter coats) have been settled.

Therefore, the Joint Ministries stipulate:

1) From the date this Circular takes effect, the allocation of funds for settling claims for cloth, quilts, mosquito nets, and winter coats under the old distribution system for cadres, workers, and employees (including Southern cadres) will be suspended.

2) For Southern cadres who have joined the relocation, those who have not yet received their full quota of clothes, quilts, and winter coats according to the relocation standards may claim them (Note: there will be no differential claims between cotton quilts and down quilts, etc.), and only these items will be resolved, while other items that have not been claimed will not be issued.

As for the children of Southern cadres who have joined the relocation, if they have not been provided with quilts, mosquito nets, or winter coats at the border checkpoint, they will not be able to claim them now, because the Reception Committee at the border checkpoint had already provided based on individual needs at that time.

The settlement of claims for Southern cadres mentioned above will be completed by April 30, 1956, which is the final deadline.

3) The provisions above nullify all previously issued documents regarding the distribution of cloth, (clothes), quilts, mosquito nets, shoes, hats, and socks for all cadres, workers, and employees of agencies.

We request all Ministries and Committees to instruct their departments to inform all construction sites, factories, schools, and agencies where Southern cadres, workers, and employees are working to fully understand the Joint Ministries' policy and resolve the relocation benefits firmly and within the specified timeframe.

If the documents from the border checkpoint are incomplete, the concerned party can submit a sworn statement with two witnesses traveling on the same train or have it certified by the Construction or Subdivision Department of the agency as a substitute for payment documentation.
