JOINT CIRCULAR No. 2615-TT/LB PROVISIONALLY REGULATES THE BUDGET FOR SURVEY AND DESIGN COSTS OF BASIC CONSTRUCTION PROJECTS, APPLICABLE TO STATE ORGANIZATIONS, AIMING TO UNIFY MANAGEMENT AND SERVE AS A BASIS FOR ESTABLISHING PRICES FOR THESE ACTIVITIES. THE BUDGET IS SPECIFIED ACCORDING TO THE TYPE OF CONSTRUCTION WITH A SPECIFIC PERCENTAGE RATIO.
适用范围
STATE ORGANIZATIONS SHALL IMPLEMENT SURVEY AND DESIGN WORK FOR BASIC CONSTRUCTION PROJECTS.
要点
- THE BUDGET FOR SURVEY AND DESIGN IS SPECIFIED IN THE CATALOGUE, WITH A SPECIFIC PERCENTAGE (%) OF THE BUDGET FOR SURVEY AND DESIGN COSTS (E.G., SITE LEVELING 0.6%, RAILWAY TRACKS 1.0% AND 1.3%).
- THE BUDGET FOR DESIGN COSTS IS APPLIED TO CONSTRUCTION OBJECTS ACCORDING TO THE FORMULA C = J x G, WHERE C IS THE AMOUNT PAID FOR DESIGN FEES, J IS THE SPECIFIED PERCENTAGE (%) OF DESIGN FEES, AND G IS THE ESTIMATED VALUE OF THE CONSTRUCTION INSTALLATION.
- FOR DESIGN UNITS THAT HAVE IMPLEMENTED ECONOMIC ACCOUNTING, ANY EXCESS IS ACCOUNTED FOR AS PROFIT OR LOSS OF THE UNIT; ANY SHORTFALL IS COVERED BY THE STATE BUDGET.
- THE BUDGET FOR SURVEY COSTS FOR DESIGN PURPOSES IS CALCULATED AS A PERCENTAGE (%) OF THE CAPITAL FOR THE CONSTRUCTION PROJECT ALREADY LISTED IN THE PLAN AND USED TO PREPARE THE CAPITAL ESTIMATE.
- THE NUMBER OF DESIGN DOCUMENTS, ESTIMATES, AND BUDGETS IS SPECIFIED IN DETAIL (E.G., PRELIMINARY DESIGN AND TOTAL ESTIMATE 10 COPIES, TECHNICAL DESIGN AND BUDGET 7 COPIES, CONSTRUCTION DRAWINGS AND TOTAL BUDGET 11 COPIES).
🌐 本文件的社会影响
- THE POSITIVE IMPACT IS THAT UNIFYING THE MANAGEMENT OF SURVEY AND DESIGN COSTS PROVIDES UNITS WITH A BASIS TO IMPLEMENT ECONOMIC ACCOUNTING UNDER SOCIALIST BUSINESS MANAGEMENT METHODS.
- THE NEGATIVE IMPACT IS THAT THIS CIRCULAR APPLIES ONLY TO STATE ORGANIZATIONS AND NOT TO PRIVATE ORGANIZATIONS, CAUSING DISADVANTAGES FOR PRIVATE UNITS.

Provisions on Temporary Standards for Survey and Design Costs for Basic Construction Projects
__________________________
In basic construction, design is a critical phase determining the economic, technical, and aesthetic aspects of the project, serving as the basis for determining the value of the project to be included in the state investment plan.
Survey and design costs constitute a part of the project's value aimed at ensuring that the design and budget documentation meets the requirements of the approved design task.
Up until now, the State has not had a unified standard for survey and design cost rates; some sectors have issued various standards, leading to difficulties in signing and settling contracts for surveys and designs.
To provide management agencies with grounds for planning economic contract signings and settling survey and design fees, survey and design units need a basis for economic accounting under the socialist business management model.
The Ministry of Construction and the Ministry of Finance issue this joint circular to temporarily set standards for survey and design costs, aiming to initially unify management within the sector and serve as a foundation for establishing and issuing prices for survey and design work.

B. APPLICATION PROVISIONS
1. The design cost standard (referred to as the design fee) in the above standard serves as the basis for preparing estimates for construction objects and for settling accounts between the contracting party (A) and the design contractor (TK) when signing a design contract.
For projects with multiple components, the design cost standard in the above standard is specifically applied according to the nature of the main component of the construction project.
The specific amount is calculated using the formula:
C = J x G
Where:
C: is the payment for the design fee,
J: is the percentage (%) of the design fee standard rate.
G: is the estimated construction installation value.
When making payment, if there is a discrepancy (surplus or shortage) between the amount of design fee received and the actual cost, then:
a) For design units that have implemented economic accounting, it shall be recorded in the profit and loss of the unit.
b) For design units that have not implemented economic accounting, the surplus discrepancy must be remitted to the State budget, and the shortage discrepancy will be compensated by the State budget.
2. The standard cost for survey work serving design purposes is calculated as a percentage (%) of the construction installation capital recorded in the plan and used to prepare the budget estimate. The design unit must prepare a request for the content of the survey and a specific cost estimate through Party A to submit to the Ministry in charge (if it is a central project) or the People's Committee of the province/city (if it is a local project) for approval before payment.
3. For construction objects not included in the above list or deemed unsuitable for similar construction objects, the design unit must prepare a specific cost estimate through Party A to submit to the Ministry in charge for approval (with the agreement of the Ministry of Construction) before payment can be made.
4. Units with approved survey and design unit prices may use these prices to prepare estimates and make payments according to those unit prices.
5. Survey unit prices and design unit prices are approved or issued by the relevant ministries or the People's Committee of the province/city after consultation with the Ministry of Construction.
6. The number of design, preliminary estimate, and budget documents provided by the design party to Party A is defined as follows for calculating standards:
- Preliminary design and total preliminary estimate: 10 copies
- Technical design and budget: 7 copies
- Construction drawings and total budget: 11 copies
7. The design unit must ensure that the design, preliminary estimate, and budget documents are complete and fulfill their responsibilities for this work in accordance with current regulations of the State.
8. The standard costs for preparing preliminary estimates and total preliminary estimates, budgets, and total budgets for projects designed by foreign entities do not include the cost of translating materials from foreign languages into Vietnamese.
9. Costs for preparing economic and technical justifications, design tasks, urban planning, town planning, township planning, etc., will be separately regulated.
10. The standard costs for survey and design set forth in this Circular apply only to state organizations. They do not apply to private organizations.
11. This Circular takes effect from October 1, 1977, and replaces previous regulations on the costs of surveys and designs for basic construction projects.
During implementation, if difficulties arise, units should promptly report them to the inter-ministerial body for study and resolution.
The inter-ministerial body assigns the Institute of Construction Economics (under the Ministry of Construction), in collaboration with the Industry Department of Construction (under the Ministry of Finance), to guide and monitor the implementation of these standards, and at the same time, to study and propose necessary amendments and supplements for inter-ministerial review and decision.
