On the basis of the Law on Government Organization dated December 25, 2001;
On the basis of the Law on the Organization of People's Councils and People's Committees dated June 21, 1994;
Considering the proposal of the Chairman of the People's Committee of Ha Giang Province, the Minister of Foreign Affairs, and the Minister of Interior,

Article 1. Establish the Department of Foreign Affairs and Border under the People's Committee of Ha Giang Province based on restructuring the External Relations Board of the People's Committee of Ha Giang Province.
Article 2. The Chairman of the People's Committee of Ha Giang Province shall specify in detail the functions, tasks, and organizational structure of the Department of Foreign Affairs and Border.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
