Pursuant to Government Decrees: No. 01/2008/NĐ-CP dated January 3, 2008 and No. 75/2009/NĐ-CP dated September 10, 2009 on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Government Decrees: No. 12/2009/NĐ-CP dated February 12, 2009 and No. 83/2009/NĐ-CP dated October 15, 2009 on project management for investment and construction works; No. 209/2004/NĐ-CP dated December 16, 2004 and No. 49/2008/NĐ-CP dated April 18, 2008 on quality management for construction works;
Pursuant to Decisions of the Ministry of Agriculture and Rural Development: No. 596/QĐ-BNN-XD dated March 5, 2007 approving the investment and construction project for the Suoi Mo water reservoir in Bac Giang province; No. 2876/QĐ-BNN-XD dated September 22, 2008 and No. 1867/QĐ-BNN-XD dated July 2, 2009 approving adjustments and supplements to the project;
Pursuant to Document No. 275/UBND-KTN dated February 17, 2011 from the People's Committee of Bac Giang Province requesting the Ministry to approve the flood control plan for the Suoi Mo water reservoir project in Bac Giang province;
Considering Report No. 73/BQL-QL dated February 15, 2011 and attached files from the Investment and Construction Management Board for Water Resources Project 1 requesting approval for the flood control measures and construction during flooding for the Suoi Mo water reservoir project in Bac Giang province;
According to the proposal of the Director of the Construction Management Department and Report No. 125/XD-TC dated February 18, 2011 attached,
DECISION:
Article 1. Approving the flood control measures and construction during flooding for the Suoi Mo water reservoir project in Bac Giang province with the main contents as follows:
1. Time of flood control: within the period from February 25 to 28, 2011.
2. Flood control construction plan and methods: based on the actual flow rate at the time of flood control, the Investment and Construction Management Board for Water Resources Project 1 shall be responsible for reviewing and approving the detailed construction plan and methods for flood control; organizing the selection of appropriate materials and equipment to ensure successful flood control, economy, and absolute safety for the project.
3. Completing the dam embankment construction to the design elevation and completing the spillway construction before May 15, 2011.
Article 2. Assigning tasks:
1. Investment and Construction Management Board for Water Resources Project 1:
- Reviewing and perfecting the flood control plan to ensure the highest quality and absolute safety for the project, meeting the required schedule goals; urging contractors to concentrate materials, equipment, and manpower for flood control and embankment construction according to the approved plan; strictly managing and supervising the construction process in accordance with established procedures, regulations, and current national regulations;
- Cooperating closely with local authorities and related units to properly carry out land clearance work, ensuring order, security, and environmental conditions in the construction area.
2. Vietnam National Agriculture and Rural Development Construction Corporation, Thanh Thang Joint Stock Investment and Construction Company prepare and stockpile sufficient manpower, materials, supplies, and machinery for flood control, embankment construction, and spillway construction to ensure the highest quality and absolute safety for the project according to the approved procedures and designs.
3. Hydraulic University Technology Transfer Consulting Company effectively perform author supervision work, promptly resolve any issues and difficulties at the site to ensure that contractors meet quality and schedule goals.
4. People's Committee of Bac Giang Province continue to direct subordinate units to properly carry out compensation, support, and resettlement work for land clearance; organize inspections to ensure absolute safety for the lives and property of people in the reservoir area when the reservoir fills with water.
Article 3. The Head of the Ministry's Office, the Director of the Construction Management Department, the Director of the Planning Department, the Director of the Investment and Construction Management Board for Water Resources Project 1, and the Heads of related units are responsible for implementing this Decision./.
