- Based on Decree No. 68/CP dated October 11, 1993 stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Health;
- Based on the Prime Minister's Decision No. 71/2001/QD-TTg dated May 4, 2001 regarding national target programs for the period 2001-2005;
- Based on the Prime Minister's Decision No. 190/2001/QD-TTg dated December 13, 2001 approving the National Target Program on preventing and controlling certain social diseases, dangerous epidemics, and HIV/AIDS for the period 2001-2005;
- Considering the Minutes of the expanded meeting to review the criteria and organization of inspections to recognize units that have excluded leprosy, held on June 15, 2001;
- Considering the proposal of the Director of the Dermatology Institute in Document No. 318/DL dated September 11, 2001;
- According to the proposal of the Director of the Medical Treatment Department,

Article 1. Now, we establish the "Criteria for excluding leprosy at the provincial level (commonly referred to as the provincial level) and the district level (commonly referred to as the district level)" as follows:
a. Criterion 1: For three consecutive years, the prevalence rate of leprosy is below 0.2/10,000 population.
b. Criterion 2: At the time of inspection, the detection rate of new leprosy cases is below 1/100,000 population.
c. Criterion 3: At the time of inspection, the proportion of newly detected leprosy patients with Grade II disability is less than 15%.
d. Criterion 4: Randomly inspecting 20% of village cadres (including Party cadres, administrative cadres, and mass organizations' cadres at the village level), health workers, and junior high school students in the village: All inspected individuals correctly answer basic questions in the leprosy awareness campaign content.
Article 2. For provinces that have been recognized as units achieving leprosy control according to the criteria in Document No. 1191/BYT-CB dated March 5, 1985, and units excluding leprosy according to the criteria in Document No. 7136/DTT dated October 13, 1997, they must continue to strive to achieve and maintain results according to the above criteria. These provinces will not organize a second recognition inspection.
Article 3. The Director of the Medical Treatment Department and the Director of the Vietnam Dermatology Institute are responsible for guiding the specific organization of inspections to recognize units excluding leprosy at the provincial and district levels.
The Heads of the Office, Directors of the Treatment Department, Inspectorate, Heads of other Departments and Bureaus under the Ministry of Health, Directors of hospitals directly under the Ministry of Health, Directors of Provincial and Municipal Health Services, and Heads of health sectors are responsible for implementing this Decision. This Decision takes effect 15 days from the date of issuance, all previous regulations contrary to this Decision are hereby repealed.
Article 5. The Heads of the Office, Inspectorate, Directors of the Medical Treatment Department, other Departments under the Ministry of Health, Directors of hospitals and institutes with beds under the Ministry of Health, Director of the Vietnam Dermatology Institute, and Directors of Health Departments of provinces and centrally-administered cities are responsible for implementing this Decision.
