OF THE PRIME MINISTER NUMBER 266/TTG
DATE JULY 13, 1959 RENAMING THE IMPLEMENTATION COMMITTEE OF THE CEASEFIRE AGREEMENT TO THE IMPLEMENTATION COMMITTEE OF THE GENEVA AGREEMENT AND REGULATING ITS TASKS AND ORGANIZATION
THE GENEVA AGREEMENT IMPLEMENTATION COMMITTEE

PRIME MINISTER

Pursuant to Decree No. 435/TTg dated December 28, 1954 establishing the Implementation Committee of the Ceasefire Agreement;

At the proposal of the Implementation Committee of the Ceasefire Agreement which has been approved by the Central Organizational Improvement Committee;

DECREE

Article 1: The Implementation Committee of the Ceasefire Agreement is now renamed the Geneva Agreement Implementation Committee.

The Geneva Agreement Implementation Committee is subordinate to the Council of Ministers and is under the direction of the Council of Ministers.

Article 2: The Geneva Agreement Implementation Committee shall have the following tasks:

1- To monitor and study the implementation of the Geneva Agreements comprehensively; propose to the Government necessary policies and work plans.

2- Directly guide the work of agencies and organizations responsible for researching the implementation of the Geneva Agreements concerning Vietnam, Laos, and Cambodia.

3- For other issues related to the implementation of the Geneva Agreements, the Committee shall:

- Propose to the Government necessary directives;

- Propose and discuss with relevant agencies so that these agencies can resolve the issues, or propose them to the Government for resolution.

In urgent cases, regarding issues directly related to the implementation of the Geneva Agreements and within the scope already decided in principle by the Government, the Geneva Agreement Implementation Committee may issue directives on behalf of the Government to localities or sectors to ensure timely progress.

Article 3: The members of the Geneva Agreement Implementation Committee include:

- General Vo Nguyen Giap, Minister of Defense - Chief of General Staff: Chairman

- Mr. Ung Van Khien, Deputy Minister of Foreign Affairs: Vice-Chairman

- Mr. Nguyen Van Vinh, Deputy Minister of Defense - Chief of General Staff: Member

- Colonel Ha Van Lau, staff member of the General Staff of the Vietnam People's Army: Permanent Member.

Article 4: The Chairman of the Geneva Agreement Implementation Committee shall specify the detailed organization of the Committee.

Article 5: Military personnel currently working at the Geneva Agreement Implementation Committee will be assigned according to the provisions of Decree No. 511/TTg dated November 19, 1958. Regarding the rights and obligations of assigned military personnel, they will be regulated by the Ministry of Defense - Chief of General Staff and the Ministry of Finance later.

Article 6: In terms of business fees, administrative fees, and public service fees, the Geneva Agreement Implementation Committee is a direct budgetary financial unit with the Ministry of Finance.

Article 7: Any provisions in Decree No. 435/TTg dated December 28, 1954 that conflict with this Decree are hereby abolished.

Article 8: The Minister of Defense - Chief of General Staff, the Minister of Foreign Affairs, the Minister of Finance, and the Geneva Agreement Implementation Committee are responsible for implementing this Decree.
