THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Urgent Directive No. 1864/CĐ-TTg dated October 17, 2010 of the Prime Minister on the export and allocation of additional rice to the provinces of Quang Binh and Ha Tinh to address the aftermath of the floods;
At the request of the Director General of the State Reserve Administration,

Article 1. The State General Reserve Corporation shall allocate without charge 1,000 tons of 15% broken rice imported in 2010 from the national reserve to support Quang Binh Province in addressing the aftermath of the floods.
Article 2. The State General Reserve Corporation shall coordinate with the People's Committee of Quang Binh Province to promptly organize the delivery and receipt of rice according to the provincial distribution plan; simultaneously, it shall compile the budget estimate for the costs of the relief effort and submit it to the Ministry for approval and implementation.
The State General Reserve Corporation shall reduce the state reserve capital by the aforementioned quantity of rice at the accounting price currently being monitored in the accounting books and report the settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from October 18, 2010. The Director of the State General Reserve Corporation, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Chief of the Ministry's Office are responsible for implementing this Decision.
