PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Prime Minister on continuing to accelerate the restructuring, modernization, and improvement of the efficiency of state-owned enterprises;
Considering the proposal of the People's Committee of Hai Duong Province; the opinions of the Ministries of Planning and Investment, Finance, Labor, War Invalids and Social Affairs, Home Affairs.
DECISION:
Article 1. Approves the overall plan for the restructuring and modernization of state-owned enterprises under the People's Committee of Hai Duong Province for the period 2003-2005 as attached in the Appendix.
Article 2. The Chairman of the People's Committee of Hai Duong Province shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under its jurisdiction in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs, and other relevant ministries and localities according to their functions shall be responsible for coordinating with the People's Committee of Hai Duong Province in implementing this Decision.

Article 4. This Decision takes effect from the date of signature.
