DIRECTIVE
Regarding the election of National Assembly deputies for the tenth termand supplementary election of People's Council representatives at all levels for the 1994-1999 term
The Politburo has issued Directive No. 13-CT/TW dated April 2, 1997 on leading the election of National Assembly deputies for the tenth term. The Directive of the Politburo emphasized that the election of the National Assembly is a significant political event of our country, a major task of the entire Party, people, and military to allow the people across the nation to choose worthy representatives who embody their will and aspirations at the highest state power organ. Therefore, the election of the tenth National Assembly must be strictly directed by all levels and sectors to achieve truly good results.
The Standing Committee of the National Assembly has announced the date for the election of National Assembly deputies for the tenth term and supplementary election of People's Council representatives for the 1994-1999 term in newly divided and administratively adjusted localities on Sunday, July 20, 1997.
To conduct the election of National Assembly deputies for the tenth term and supplementary election of People's Council representatives for the 1994-1999 term in localities ensuring true democracy, legality, safety, economy, and creating a festive atmosphere on election day, the Prime Minister issues the following directive:
1. Chairmen of People's Committees at all levels, Ministers, and Heads of ministerial-level agencies and agencies under the Government shall be responsible before the Prime Minister for strictly directing the organization of the election of National Assembly deputies for the tenth term and supplementary election of People's Council representatives at all levels for the 1994-1999 term. Specifically, they must do well in widely publicizing the significance and importance of the election, disseminating the Constitution, Law on Organization of the National Assembly, Law on Election of National Assembly Deputies, and Law on Election of People's Council Deputies so that every citizen understands their rights and obligations; grasp the regulations and guidelines of higher state organs regarding election work. Through this, raise the awareness of self-management, voluntary participation of organizations and citizens in election work from preparation to completion.
2. Chairmen of People's Committees of provinces and centrally-administered cities shall proactively coordinate with the Standing Committee of the People's Council and the Vietnam Fatherland Front Committee at the same level, while directing lower-level People's Committees to implement well the preparatory steps according to the guidance of the Central Election Council. The Central Committee of the Vietnam Fatherland Front, Party and State organs at higher levels. Pay special attention to thoroughly implementing the criteria for National Assembly deputies. On the basis of these criteria, determine the composition of representatives to ensure that the National Assembly reflects the will of the whole people's great unity, enhancing the quality and effectiveness of its activities.
At the same time as the election of National Assembly deputies for the tenth term, pay close attention to directing the supplementary election of People's Council representatives and the consolidation of People's Committees in some newly divided and administratively adjusted localities.
3. Ministers and Heads of ministerial-level agencies and agencies under the Government, within their functions, shall direct organizations, units, and staff in their sectors to actively participate and serve the election well such as ensuring means and material conditions; having plans to prevent typhoons and floods and create favorable conditions for localities to fulfill economic and social tasks.
The Ministry of National Defense, the Ministry of Public Security, the Ministry of Culture, Sports and Tourism, and related sectors shall immediately plan to ensure absolute security, prevent plots and actions exploiting the election to cause disturbances; the Ministry of Transport, the General Post Office Department, and mass media, radio, and television shall have plans to ensure smooth transportation and communication, timely propaganda to serve the preparatory process and voting day.
4. The Minister - Head of the Government Organizational and Cadre Affairs Bureau shall be responsible for planning guidance, inspection, and urging all levels and sectors to implement organizational election work as prescribed by law; organizing coordination with the Ministry of Finance regarding budget planning and timely disbursement of approved funds to localities; grasping the situation of preparation and progress of election work in localities nationwide, and starting from May 1997, report every two weeks to the Prime Minister./.
