Pursuant to the Law on Information Technology issued pursuant to Decree No. 67/2006/QH11 dated June 29, 2006;
Pursuant to the Government's Decree No. 64/2006/ND-CP dated April 10, 2007 on the application of information technology in state agencies' operations;
Pursuant to the Government's Decree No. 77/2003/ND-CP dated July 1, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the Prime Minister's Decision No. 119/2003/QD-TTg dated June 11, 2003 approving the overall plan for the application of information technology in the finance sector until 2010;
Pursuant to the Ministry of Finance's Decision No. 1269/QD-BTC dated April 22, 2004 approving the implementation plan for the application of information technology in the finance sector until 2010;
Pursuant to the Ministry of Finance's Decision No. 1158/QD-BTC dated April 13, 2004 approving the construction and development of the financial statistics information system until 2010;
Based on the proposal of the Director of the Department of Information Technology and Financial Statistics, the Director of the Department of Financial Management and Administration,
DECISION:
Article 1: Approve the contents of implementing the National Financial and Budgetary Data System for the period 2007-2010 include the following:
1. Building two new data systems:
a. Price Management Database;
b. Basic Construction Investment Database.
2. Upgrading one data system: State Asset Management Database.
Article 2. Responsibilities of units involved in the National Financial and Budgetary Data System project:
1. The Department of Information Technology and Financial Statistics:
- Develop specific implementation plans for the contents stipulated in Article 1 of this Decision; coordinate with the Department of Financial Management and Administration to allocate reasonable budget plans.
- Take the lead in organizing the construction of the National Financial and Budgetary Data System and the common operational environment for the Ministry of Finance.
- Operate the National Financial and Budgetary Data System to meet user requirements.
- Develop specific data requirements and technical standards for the construction of specialized databases in the Tax, Customs, Treasury, Securities, and National Reserve systems to ensure comprehensive information at the Ministry of Finance level.
2. Units and organizations under the Ministry and local financial units:
- Provide and update data for the National Financial and Budgetary Data System according to the project requirements.
- Coordinate with the Department of Information Technology and Financial Statistics in implementing the National Financial and Budgetary Data System.
- Uniformly use the National Financial and Budgetary Data System to serve the business activities of each unit.
3. The Department of Financial Management and Administration:Responsible for allocating and balancing annual budgets according to the progress of the project implementation.
Article 3. The Department of Information Technology and Financial Statistics and the Department of Financial Management and Administration shall cooperate to review and compile reports to the Ministry annually.
Article 4. This Decision takes effect from the date of issuance. The Director of the Department of Information Technology and Financial Statistics, the Director of the Department of Financial Management and Administration, the Head of the Ministry's Office, the Director of the State Asset Management Department, the Director of the Price Management Department, the Director of the Investment Department, and the heads of other relevant units and organizations under the Ministry of Finance are responsible for enforcing this Decision. /.
