Pursuant to Decision No. 318/QĐ-BNV dated February 28, 2011 of the Minister of Home Affairs on allocation of administrative civil servant quotas for ministries, agencies at ministerial level, and organizations established by the Government that are not public service units in 2011;
Considering the proposals of heads of units and the Director of the Personnel Department,
DECISION:
Article 1. Approve the Plan for Competitive Examination and Selection of Civil Servants and Public Officials Managing Basic Construction of the Ministry of Finance in 2011 (attached hereto).
Article 2. This Decision takes effect from the date of signature. The Director of the Personnel Department, the Head of the Ministry of Finance's Office, and heads of related units are responsible for its implementation./.

ORGANIZATION OF COMPETITIVE EXAMINATION AND SELECTION OF CIVIL SERVANTS AND PUBLIC OFFICIALS MANAGING BASIC CONSTRUCTION OF THE MINISTRY OF FINANCE IN 2011
(Attached to Decision No. 2686/QĐ-BTC dated November 9, 2011 of the Minister of Finance)
I. BASIS FOR DEVELOPING THE PLAN
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government on recruitment, utilization, and management of civil servants;
Pursuant to Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Ministry of Home Affairs detailing certain provisions on recruitment and promotion of civil servants under Decree No. 24/2010/NĐ-CP;
Pursuant to Decision No. 318/QĐ-BNV dated February 28, 2011 of the Minister of Home Affairs on allocation of administrative civil servant quotas for ministries, agencies at ministerial level, and organizations established by the Government that must be public service units in 2011;
II. OBJECTIVES AND REQUIREMENTS:
1. Purpose:
Organizing the recruitment of civil servants and public officials managing basic construction aims to select individuals who possess the necessary moral qualities and specialized knowledge in fields relevant to the tasks of their units, ensuring the selection of those with good professional knowledge in appropriate fields consistent with the functions and tasks of the employing units.
2. The remaining 60% shall be used to supplement the operating funds of units directly responsible for public debt management at the Ministry of Finance (outside the regular state budget allocation for ongoing operations as currently provided) for the purposes specified in Article 4 of this Decision.
The recruitment period for civil servants and public officials managing basic construction must ensure strictness, transparency, fairness, and accurate assessment of candidates' qualifications and capabilities to meet the professional standards and national regulations on competitive examinations for civil servants.
III. RECRUITMENT QUOTAS AND SPECIALTIES:
1. Quotas: Based on staffing quotas, functions, tasks, and organizational structures of the units under the Ministry, the Ministry of Finance will organize competitive examinations and selections for 101 positions for civil servants and public officials managing basic construction (48 positions through selection and 53 positions through competitive examination) for units under the Ministry, including:
- Ministry Office: 01 position.
- General Department of Taxation: 40 positions
- State Treasury: 24 positions
- General Department of Customs: 24 positions
- National Reserve Administration: 08 positions
- College of Finance and Customs: 01 position
- University of Finance-Marketing: 01 position
- Financial Cadre Training Institute: 02 positions
(specific needs of each unit as detailed in the attached summary table)
2. Specialties for Recruitment:
+ For the Ministry Office and general departments and public service units: Candidates for competitive examination for civil servants managing basic construction must have graduated from a regular university program or higher in the specialty of Construction Economics, Architect, or Civil Engineering.
+ For local units, in addition to the categories specified for the Ministry Office and general departments (mentioned above), candidates can also be recruited who have graduated from a regular university program or higher in the specialties of Highway Engineering, Bridge and Road Engineering, Water Conservancy Engineering, Hydropower Engineering; Rural Engineering, Hydraulic Engineering.
+ For mountainous provinces, Central Highlands, and the Mekong Delta region, in addition to the recruitment criteria mentioned above, candidates who have graduated from a part-time university program in the correct specialty may also be recruited.
III. ELIGIBILITY CRITERIA AND APPLICATION REQUIREMENTS:
1. Common Eligibility Criteria:
a) Vietnamese citizens residing permanently in Vietnam;
b) Age between 18 and 45 years old;
c) Have an application form; clear personal history; good political and moral character; educational certificates and training certificates matching the requirements of the position applied for;
d) Be in good health to perform duties and public service (no physical deformities, no speech impediments);
đ) Not currently under disciplinary action, criminal prosecution, serving a prison sentence, undergoing non-custodial rehabilitation, community correction, or educational measures in a commune, ward, or town, or being treated in a medical facility or educational institution;
Candidates for competitive examination for civil servants must have graduated from a university or higher education program in accordance with the specified specialty and type of education for the position applied for.
2. Priority Eligibility Criteria: As stipulated in Article 5 of Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government on recruitment, utilization, and management of civil servants:
a) Heroes of the Armed Forces, Labor Heroes, war invalids, persons receiving benefits equivalent to war invalids: shall be granted 30 additional points to their total score in the competitive examination or selection process;
b) Ethnic minority people, military officers, police officers, professional soldiers, former cryptographers, children of martyrs, children of war invalids, children of disabled veterans, children of persons who participated in revolutionary activities before the August Revolution (before August 19, 1945), children born to persons affected by toxic chemicals during the anti-American resistance war, children of Heroes of the Armed Forces, children of Labor Heroes: shall be granted 20 additional points to their total score in the competitive examination or selection process;
c) Persons who have completed their military service, compulsory service in the People's Public Security forces, volunteer youth service, or voluntary intellectual work in rural and mountainous areas for at least 24 months and have fulfilled their duties: shall be granted 10 additional points to their total score in the competitive examination or selection process.
In cases where candidates for civil service recruitment are eligible for multiple priority points as prescribed, only the highest priority points shall be added to the recruitment examination results.
3. Application for Recruitment Examination and Recruitment Application Files:
3.1. Application for Recruitment:
- The recruiting unit (Provincial State Treasury, local Departments) is responsible for receiving applications, compiling lists, and reporting to the General Department. The General Department is responsible for consolidating these reports (including those for recruitment into the General Department) and reporting to the Ministry's Recruitment Board;
- For units without a vertical system (such as Schools), they are responsible for receiving applications, compiling lists, and reporting directly to the Ministry's Recruitment Board.
3.2. Recruitment Application Files:
+ Application form for civil service recruitment according to the model attached as Appendix No. 1 issued with Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Ministry of Home Affairs guiding the implementation of Decree No. 24/2010/NĐ-CP;
+ A self-written curriculum vitae confirmed by the competent authority within thirty days from the date of submitting the application file;
+ Copy of birth certificate;
+ Photocopies (without need for notarization) of certificates of graduation from secondary vocational school, college, university, postgraduate studies, and language and computer proficiency certificates along with academic transcripts;
+ Health certificate issued by the competent health authority within thirty days from the date of submitting the application file;
+ Certificate of priority status in civil service recruitment (if applicable) certified by the competent authority;
+ Two (02) recent photographs measuring 4cm x 6cm taken within three months from the announcement date of the recruitment examination and selection process.
Each candidate’s examination file should be placed in a separate envelope, with the envelope clearly marked with the candidate's name, address, and contact phone number.
Candidates applying for recruitment at a particular unit must submit their application files to that unit.
* Note: Candidates may submit one of the following certificates instead of an English proficiency certificate at level B:
+ TOEFL 400 or higher (PBT), 42 or higher (iBT);
+ IELTS 4.5 or higher;
+ TOEIC 405 or higher.
Candidates may submit one of the following certificates instead of an English proficiency certificate at level A:
+ TOEFL 347 or higher (PBT), 19 or higher (iBT);
+ IELTS 2.0 or higher;
+ TOEIC 255 or higher.
IV. FORM AND CONTENT OF SELECTION PROCEDURE:
- Selection for civil servants managing basic construction projects for units located in the following provinces: Dien Bien, Gia Lai, Kon Tum, Dak Lak, Dak Nong, Ha Giang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Hoa Binh, An Giang, Ben Tre, Bac Lieu, Ca Mau, Dong Thap, Hau Giang, Can Tho, Kien Giang, Long An, Soc Trang, Tien Giang, Tra Vinh, Lam Dong, and eight recruitment quotas of the National Reserve Administration.
1. Content of Selection:
- Assessment of academic performance (university level) of the applicant;
- Interview on professional knowledge and skills of the applicant.
2. Scoring Method:
The selection score is calculated as follows:
2.1. For applicants who graduated from a grade sheet indicating academic scores, graduation scores, or thesis defense scores:
- Academic score: The academic score is determined by the average of all course grades throughout the applicant's study period at the required professional level, converted to a scale of 100 and multiplied by a factor of 2.
- Graduation score is determined by the average of final exam results or thesis defense scores of the applicant, converted to a scale of 100 and multiplied by a factor of 1.
- Interview score is calculated on a scale of 100 and multiplied by a factor of 1.
- Selection result: Is the total score of academic score, graduation score, interview score, and priority score (if applicable).
2.2. For applicants who graduated from universities using a credit system (grade sheet only indicates academic scores, no graduation scores or thesis defense scores): the selection result is the total score of academic score (converted to a scale of 100 and multiplied by a factor of 3) plus interview score and plus priority score (if applicable).
The academic score is calculated as the weighted average of course grades, specifically:

3. Determination of Successful Applicants in the Recruitment Selection Process:
3.1. Successful applicants in the recruitment selection process must meet the following conditions:
a) Achieve a minimum score of 50 in each of academic score, graduation score, and interview score;
b) Have a selection score higher than the cut-off score set in descending order within the recruitment quota of the respective recruiting unit (each Department, Provincial Treasury).
3.2. In case two or more applicants have the same selection score at the position to be recruited, the applicant with the higher academic score will be selected; if the academic scores are equal, the applicant with the higher graduation score will be selected; if still unable to determine the successful applicant, the head of the competent authority for civil service recruitment will decide the successful applicant.
3.3. Applicants who are not successful in the recruitment selection process will not retain their selection results for subsequent recruitment selection processes.
V. FORM, CONTENT, AND TIME OF RECRUITMENT EXAMINATION:
1. Form: Written and multiple-choice tests
2. Content and Time:
2.1. Common Knowledge Subject:
- Content: State management knowledge on basic construction investment (Construction Law, Bidding Law); functions, tasks, powers, and organizational structure of the Ministry of Finance.
- Form: Written test; Duration: 180 minutes;
2.2. Professional Subject: (Two subjects: written test and multiple-choice test).
- Content: Knowledge on project management for construction investment; cost management for construction investment projects; quality management for construction projects.
- Form:
+ Written test, duration: 180 minutes;
+ Multiple-choice test, duration: 45 minutes.
2.3. Information Technology Subject:
- Content: Knowledge on Windows operating system and usage of Office applications (mainly Microsoft Excel and Microsoft Word).
- Form: Multiple-choice test, level A, duration: 45 minutes.
2.4. Foreign Language Subject: Written English test, level B; duration: 90 minutes.
3. Conditions for Exemption from Foreign Language and Information Technology Tests:
3.1. Exemption from the foreign language test in cases where the professional subject is not a foreign language if one of the following conditions is met:
- Possession of a bachelor's or postgraduate degree in foreign languages.

4. Calculation of scores and determination of successful candidates through competitive examination:

- Public Administration Management subject: with a coefficient of 1;
- Professional Subject Exam: written exam with a coefficient of 2; multiple-choice exam with a coefficient of 1;
- Foreign language and office computer skills subjects: with a coefficient of 1 and not included in the total score (candidates must achieve a minimum of 50 points).
4.2. Determination of successful candidates through the competitive examination period:
a. Successful candidates in the civil servant competitive examination must meet the following conditions:
- Having taken all required exams;
- Achieving a score of 50 points or more in each exam;
- Obtaining a higher overall score than other candidates in the recruitment quota of the respective units applying for recruitment (each Bureau, Provincial Treasury), based on the total score determined as follows:
Total score = (general knowledge subject score x coefficient 1) + (professional subject written exam score x coefficient 2) + (professional subject multiple-choice exam score x coefficient 1) + (priority points-if applicable).
b. In cases where two or more candidates have the same overall score in the recruitment position, the candidate with a higher written exam score in the professional subject will be selected; if the written exam scores are equal, the candidate with a higher multiple-choice exam score in the professional subject will be selected; if still unable to determine the successful candidate, the head of the recruitment authority will decide.
c. Candidates who are not successful in the civil servant competitive examination will not retain their examination results for future examinations.
d. Candidates who meet the examination requirements but whose recruiting units no longer have quotas may be considered for recruitment in other units with remaining quotas if the individual has a willingness and commits to serve for at least five years in the recruiting unit (principle for considering successful candidates: based on the candidate's registered preference, selection will be made according to the highest score until the quota is filled).
VI. IMPLEMENTATION:
1. Establishment and operation of the Competitive Examination and Selection Board:
The Competitive Examination and Selection Board for civil servants managing basic construction is established by the Minister, with the proposed composition including:
(1) Leadership of the Ministry of Finance - Chairman of the Board;
(2) Leadership of the Cadre and Civil Servant Department, Ministry of Finance - Permanent Member;
(3) Financial Academy, Ministry of Finance - Member;
(4) Leadership of the Planning and Finance Department, Ministry of Finance - Member;
(5) Leadership of the Cadre and Civil Servant Department - General Tax Revenue Administration - Member;
(6) Leadership of the Cadre and Civil Servant Department - State Treasury - Member;
(7) Leadership of the Cadre and Civil Servant Department Staffing and Salary Division, Ministry of Finance - Member, also Secretary of the Board.
The Examination Board will have an assisting team consisting of 2-3 civil servants from the Cadre and Civil Servant Department, led by the Board Secretary.
The duties and powers of the Recruitment Board and its members shall be carried out in accordance with Article 7 of Decree No. 24/2010/NĐ-CP dated March 15, 2010, of the Government on the recruitment, use, and management of civil servants, and Article 2 of the Regulation on the organization of competitive examinations and selections for civil servants issued together with Circular No. 13/2010/TT-BNV dated December 30, 2010, detailing certain provisions on the recruitment and promotion of civil servants under Decree No. 24/2010/NĐ-CP;

Within 27 days from the date of the recruitment announcement, the units applying for recruitment are responsible for receiving applications over a period of three working days and proceed with:
- Receiving and checking applications according to the regulations regarding the target group, examination conditions, and standards by field of study;
- Compiling and submitting a list of applicants who do not meet the recruitment criteria to the Recruitment Board;
- Providing related materials (if any);
- Announcing publicly on the Ministry of Finance's website the list of applicants who meet the examination criteria.
4. Announcement of examination results and implementation of recruitment:
- The Competitive Examination Board reports to the Minister of Finance on the examination results and announces the examination scores and successful candidates on the Ministry of Finance's website.
