DIRECTIVE
On Strengthening Dike Protection and Flood Prevention in 1998
Due to heavy rain in the upper reaches, large floods have occurred on the Da River, Lo River, Red River, Thai Binh River system, and phenomena such as landslides, mudslides, bubbling, and other incidents have been and are still occurring on dike lines in Hanoi City, Hai Duong Province, Hung Yen Province, Ha Tay Province, and some other localities.
The weather and flood situation this year is still very complex. To be proactive and strengthen dike protection and flood prevention work in 1998, the Government Chairman instructs People's Committees of provinces and cities with dikes and relevant ministries and sectors to implement the following urgent tasks:
1. Consolidate and improve the Command for Flood Control and Dike Protection at all levels, sectors, and localities; assign specific responsibilities to each member of the Command to monitor, follow up, and closely coordinate with local authorities (especially commune-level authorities) to organize resolute guidance, maintain, and protect the safety of critical weak dikes within their jurisdiction; for sections of weak dikes that are currently experiencing incidents, establish a separate Command for Flood Control and Dike Protection for those sections to directly guide dike protection work, strictly guard, and promptly handle any unexpected situations.
2. Monitor and grasp the situation of dike, bank, and sluice development, address any incidents immediately from the outset to ensure dike safety. Strengthen and strictly organize duty shifts, patrols, and night guards for dike protection 24/24 hours at weak dike sections (especially during holidays, Sundays, and at night).
People's Committees of provinces and cities with dikes should allocate part of the emergency funds and flood prevention funds of the locality to support the specialized management team for dike regulation and guard forces.
3. Immediately organize inspections and statistics of the quantity and types of flood prevention materials currently available in the area, take measures to supplement and ensure sufficient reserves to mobilize promptly when incidents occur.
The Chairmen of People's Committees of provinces are responsible for directly inspecting, grasping, and organizing effective dike protection forces including military, police, volunteer youth, and other forces in the area; equip necessary means for dike protection and flood prevention; organize drills at particularly weak dike sections, anticipate bad scenarios, and rescue plans.
4. The Central Steering Committee for Flood Control and Dike Protection shall cooperate with relevant agencies to strictly direct the regulation of Hoa Binh Reservoir to ensure dike safety and comply with the operation procedures of this facility.
All levels of the Command for Flood Control and Dike Protection must ensure smooth information flow, promptly grasp the development of rain and floods and dike incidents, and strictly adhere to regular and emergency reporting systems as prescribed.
People's Committees of provinces and cities with dikes and relevant ministries and sectors must strictly implement this Directive./.
