Regarding the consolidation of the Electricity Vocational Training School under Electricity Company 1 and the Mechanical-Electrical Power Vocational Training School under Electrical Equipment Manufacturing Company into the Electricity Vocational Training School and transferring it to be directly under Vietnam Electricity Corporation Pursuant to the authority delegated by the Prime Minister for deciding on organizational restructuring and transferring vocational schools directly under member enterprises to be directly under Vietnam Electricity Corporation (as per the Prime Minister's Circular No. 1427/CP-ĐMDN dated December 3, 1998 approving the Scheme for Improving the Organizational Structure of Vietnam Electricity Corporation); Pursuant to Circular No. 20/GD-ĐT dated September 13, 1996 of the Minister of Education and Training guiding the naming of vocational secondary schools and training centers; Considering the proposal of the Board of Directors of Vietnam Electricity Corporation (Report No. 320 EVN/HĐQT/TCCB-LĐ dated October 22, 1999);

THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

At the recommendation of the Director of the Personnel-Organization Department,

The Electricity Vocational Training School under Electricity Company 1 and the Mechanical-Electrical Power Vocational Training School under Electrical Equipment Manufacturing Company shall be consolidated into the Electricity Vocational Training School and transferred to be directly under Vietnam Electricity Corporation; the Electricity Vocational Training School is a vocational training institution within the state vocational school system, subject to state management by the Ministry of Industry, the Ministry of Education and Training, and the Ministry of Labor, Invalids and Social Affairs, and entitled to state policies and regulations applicable to the state vocational school system;

The Electricity Vocational Training School is a public service training unit with legal personality, having accounts at the State Treasury and Bank (including foreign currency accounts), and seals (including embossed seals and reduced-size seals) for operation and transactions in accordance with the law;

Primary tasks and scale of training.

1- The school has the following tasks:

a- Training technical workers in various trades such as power line operation and management, substation operation and maintenance (including operation and repair of power lines and substations up to 500 kV); turbine and boiler operation and maintenance (including steam boiler operation, gas turbine operation, water turbine operation, steam turbine operation, and turbine and boiler repair...), electrical and chemical testing, automatic measurement, temperature control, mechanical trades (including electrical equipment repair, turning, milling,...); electrical engineering trades (including industrial electricity, residential electricity); training commercial and installation workers for power production and business operations in northern provinces;

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environmentb- Retraining, upgrading, and organizing examinations for promotion of mechanical and electrical technical workers according to the plans of Vietnam Electricity Corporation and the requirements of internal and external organizations and enterprises;

c- Implementing the integration of training with scientific research and production to effectively utilize facilities, staff, teachers, and students to enhance the quality and effectiveness of training;

d- Implementing cooperative and collaborative relationships for training and upgrading cadres and technical workers with domestic and international organizations and individuals to diversify training methods;

đ- Managing and utilizing the staff, teachers, facilities, assets, state funds effectively, and ensuring social security and order within the school.

2-Scale of training: From 1,200 to 4,000 students

1- The General Directors of Electricity Company 1 and Electrical Equipment Manufacturing Company are responsible for handing over the current status of facilities, assets, capital, financial resources (clearly distinguishing sources) based on the settlement of 1999, financial matters arising from January 1, 2000 to May 1, 2000; training tasks, staff, teachers, students, and all records and documents of the Electricity Vocational Training School under Electricity Company 1 and the Mechanical-Electrical Power Vocational Training School under Electrical Equipment Manufacturing Company to the Principal of the Electricity Vocational Training School under Vietnam Electricity Corporation;

The handover and acceptance must be carried out promptly in accordance with state procedures. The completion date is May 1, 2000.

2- Delegating authority to the Board of Directors of Vietnam Electricity Corporation:

Article 4.

a- Approving the Charter of organization and operation of the School and appointing the Principal and Deputy Principals of the Electricity Vocational Training School;

b- Guiding, urging, and inspecting the handover process in accordance with the prescribed time frame, stabilizing organizational structure and personnel, and quickly putting the Electricity Vocational Training School into regular operation.

This Decision takes effect 15 days after its signing. Abolished:

1- Decision No. 1051/QĐ-TCCB dated July 16, 1997 of the Minister of Industry changing the name of the Yen Viên Technical Workers' School to the Mechanical-Electrical Power Vocational Training School;

2- Decision No. 1052/QĐ-TCCB dated July 16, 1997 of the Minister of Industry changing the name of the Sóc Sơn Technical Workers' School to the Electricity Vocational Training School.

Article 5.The Head of the Ministry's Office, the Inspector General, Heads of Departments and Bureaus under the Ministry, the Board of Directors and General Director of Vietnam Electricity Corporation, the General Directors of Electricity Company 1 and Electrical Equipment Manufacturing Company, the Principals of the Electricity Vocational Training School under Electricity Company 1, the Principal of the Mechanical-Electrical Power Vocational Training School under Electrical Equipment Manufacturing Company, and the Principal of the Electricity Vocational Training School under Vietnam Electricity Corporation are responsible for implementing this Decision.

1- Decision No. 1051/QD-TCCB dated July 16, 1997, of the Minister of the Ministry of Industry regarding the renaming of the Yên Viên Mechanical and Electrical Power Workers' School to the Mechanical and Electrical Power Vocational Training School;

2- Decision No. 1052/QD-TCCB dated July 16, 1997, of the Minister of the Ministry of Industry regarding the renaming of the Sóc Sơn Electrical Technical Workers' School to the Electrical Vocational Training School.

Article 6.The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments under the Ministry, Members of the Board of Directors, and the General Director of Vietnam Electricity Corporation, Directors of Electricity Company 1, Director of Electrical Equipment Manufacturing Company, Principals of the Electrical Vocational Training School under Electricity Company 1, Principals of the Mechanical and Electrical Power Vocational Training School under Electrical Equipment Manufacturing Company, and Principals of the Electrical Vocational Training School under Vietnam Electricity Corporation shall be responsible for implementing this Decision.
