Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget;
Following the opinion of the Ministry of Transport (Letter No. 363/GTVT-TCKT dated February 15, 2000) and upon the proposal of the Director General of the Tax General Department,

Article 1. Attached to this decision is the tax table for the fee rates for issuing certificates of technical inspection and quality of transportation equipment and means, to be applied as follows:
a. Issuing new certificates, charge at the rate specified in the Fee Table (100%).
b. Reissuing certificates, charge at 50% of the corresponding fee rate mentioned above.
c. Issuing temporary certificates, charge at 70% of the fee rate for issuing formal certificates.
Article 2. The subjects required to pay fees according to the rates stipulated in Article 1 of this Decision are organizations and individuals receiving certificates of technical inspection and quality of transportation equipment and means from Inspection Units under the Ministry of Transport or Provincial Departments of Transport, directly under the Central Government, including road, railway, maritime, inland waterway, drilling platforms, floating facilities, and traffic safety equipment as prescribed in Decision No. 75/TTg dated February 3, 1997 of the Prime Minister.
Article 3. Inspection Units under the Ministry of Transport or Provincial Departments of Transport shall collect and manage fees for issuing certificates of technical inspection and quality of transportation equipment and means in accordance with Circular No. 54/1999/TT-BTC dated May 10, 1999 of the Ministry of Finance guiding the implementation of Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges belonging to the state budget.
Article 4. This Decision takes effect fifteen days after the date of signature; provisions on collecting fees for issuing certificates of technical inspection and quality of transportation equipment and means contrary to this Decision are abolished.
Article 5. Organizations and individuals subject to payment of fees, inspection units assigned by the Ministry of Transport to organize fees for issuing certificates of technical inspection and quality of transportation equipment and means, and related agencies are responsible for implementing this Decision.
