DECISION
On annual labor force surveys (2001-2005 period)

PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Based on the Labor Code dated June 23, 1994;
To implement policies and solutions on labor and employment for the 2001-2005 period and to provide a basis for the development of annual and five-year plans for human resource development and employment resolution during the 2001-2005 period;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. Conduct annual sample surveys (2001-2005) on labor and employment in urban and rural areas throughout the country.
The contents of the census include:
1. Basic characteristics of the population, educational level, and technical expertise of the workforce.
2. Current employment status and employment structure of the workforce.
3. Current unemployment status and structure of unemployed labor.
4. Current underemployment status and structure of underemployed labor.
5. Impact of policies and solutions related to labor and employment.
Article 2. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the General Statistics Office to develop the plan, organize the survey, and publish the results in the fourth quarter of each year.
Article 3. Funding for the annual labor force survey will be drawn from the National Employment Program Fund.
Article 4. This Decision takes effect fifteen days after the date of signature.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for enforcing this Decision./.
