Article 1. Issued herewith are the Operational Regulations of the Steering Committee for the Informationization Management Administrative State Program Phase 2001-2005.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and Members of the Steering Committee for the Informationization Management Administrative State Program Phase 2001-2005 shall be responsible for implementing this Decision.

OPERATIONAL REGULATIONS OF THE STEERING COMMITTEE FOR THE INFORMATIONIZATION MANAGEMENT ADMINISTRATIVE STATE PROGRAM PHASE 2001-2005

Chapter 1
GENERAL PROVISIONS
Article 1. The Steering Committee for the Informationization Management Administrative State Program was established pursuant to Decision No. 137/2001/QĐ-TTg dated September 17, 2001 of the Prime Minister (referred to as the Steering Committee for the Program 112) has the responsibility to organize and direct the implementation of the Informationization Management Administrative State Program Phase 2001-2005 which has been approved by the Prime Minister at Decision No. 112/2001/QĐ-TTg dated July 25, 2001.
Article 2. The Steering Committee for the Program 112 operates on a part-time basis. Assisting the Steering Committee is a Secretariat Team and a Professional Team established by the Head of the Steering Committee.
Chapter 2
TASKS AND POWERS OF THE MANAGEMENT BOARD
Article 3. In addition to the provisions stipulated in Article 2 of Decision No. 137/2001/QĐ-TTg dated September 17, 2001 of the Prime Minister, the Steering Committee for the Program 112 also has the following tasks:
1. Review technical and technological issues, their suitability with the investment objectives and requirements specified in Decision No. 112/2001/QĐ-TTg of the Prime Minister approving the Informationization Management Administrative State Program Phase 2001-2005 to serve as a technical and technological basis, assisting the Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of provincial People's Committees in approving their respective programs. 2. Based on the Program 112 and the Informationization Management Administrative State Program Phase 2001-2005 of ministries, sectors, and localities that have been approved, develop plans and budget estimates annually to work with the Ministry of Planning and Investment and the Ministry of Finance to incorporate them into the state budget plan for submission.
3. Be responsible for assisting the Minister, Director of the Government Office in managing the funds directly invested by the central budget for the Program 112; propose the allocation of funds and report to the Minister, Director of the Government Office for approval and notification of the Prime Minister's decision regarding the allocation of funds to ministries, sectors, and localities to implement the Program 112 from the central budget investment for key components of the system, including: national government data integration centers, ministry-level data centers, provincial-level data centers, national databases, training on usage, the main communication network of the government's wide area information network, and other basic components; while directly directing and implementing the aforementioned key components. the Prime Minister.
4. Establish reporting, inspection, and monitoring procedures for the Steering Committees for the Informationization Management Administrative State Program of ministries, ministerial-level agencies, agencies under the Government, and provincial People's Committees; work with ministries, ministerial-level agencies, agencies under the Government, and provincial People's Committees about issues related to the Program 112 that have been approved.5. Implement regular monthly reports to
the Prime Minister and the Minister, Director of the Government Office on the progress of implementing the Program 112 approved by the Prime Minister according to Decision No. 112/2001/QĐ-TTg dated July 25, 2001. the Prime Minister.
The Steering Committee for the Program 112 is a secondary budget unit under the Government Office; it may use the account and seal of the Government Office. The operating funds of the Steering Committee for the Program 112 are provided by the state budget through the Government Office from the funds allocated for the Informationization Management Administrative State Program Phase 2001-2005.
Article 4. The Head of the Steering Committee for the Program 112 has the following responsibilities and authorities:
1. Be responsible for all activities of the Committee before
Article 5. the Prime Minister and the Minister, Director of the Government Office, direct the overall activities of the Committee, approve the work plan, chair meetings of the Committee, and fulfill the role of the principal investor and account holder of the Steering Committee.
2. Assign tasks to members of the Steering Committee to carry out the program's tasks based on the provisions set forth in Point 5, Section V of the Informationization Management Administrative State Program issued pursuant to Decision No. 112/2001/QĐ-TTg of3. Decide on the establishment and specify the specific tasks of the Secretariat Team and the Professional Team. Members of the Secretariat Team and the Professional Team work on a part-time, secondment, contractual, and cooperative basis. On the basis of the Secretariat Team and the Professional Team, organize specialized units to ensure the regular operations of the Steering Committee;
4. Sign contracts to execute tasks in implementing certain key components as stipulated in Point 3, Clause 3 of Article 3 and Point 3, Clause 5 of this Regulation. Delegate authority in writing to members of the Steering Committee to act on behalf of the Head of the Committee when necessary; The Prime Minister.
1. The Steering Committee for the Program 112 convenes regular meetings once or twice a month. Extraordinary meetings of the Committee can be convened upon the request of the situation by members of the Committee. In case of necessity, the Head of the Committee may delegate one of the members to chair the meeting.
2. Regular meetings of the Committee discuss mainly the implementation status of the Program 112, collectively discuss professional issues within the responsibility of the Steering Committee; propose policies and solutions to mobilize resources recommended by the Secretariat Team and the Professional Team for submission.
Article 6.
1. The Steering Committee of Project 112 convenes regular meetings once or twice a month. Extraordinary meetings of the Committee may be convened at the request of the situation by members of the Committee. In case of necessity, the Chairman may delegate one of the Committee members to chair the meeting.
2. Regular meetings of the Committee discuss mainly the implementation status of Project 112, collectively discuss professional issues within the responsibility of the Steering Committee; propose policies and solutions to mobilize resources recommended by the Secretariat and the Professional Group for submission The Prime Minister shall examine and decide to promptly meet the necessary requirements to ensure the effective implementation of the Project.
3. The minutes of the meeting of the Steering Board shall be sent to all members of the Steering Board as a basis for implementing the management tasks of the Project.
Article 7. Responsibilities of the members of the Steering Board;
1. To perform the tasks assigned by the Chairman of the Steering Board.
2. To report on the progress of the assigned work before the meetings of the Steering Board.
3. To fully attend all meetings of the Board. In case a member of the Steering Board is absent due to health reasons or official business, they may delegate a division-level officer to attend the meeting instead and bear responsibility for the opinions of the person delegated. The delegate must report the contents of the meeting to the delegator.
4. To respond to the documents sent by the Steering Board requesting opinions on issues related to Project 112 within the deadline specified in the document.
Chapter 3
IMPLEMENTATION
Article 8. This regulation shall apply to the Steering Board of Project 112 in directing the implementation of the Administrative Management Informationization Project for the period of 2001-2005, which has been approved by the Prime Minister under Decision No. 112/2001/QĐ-TTg dated July 25, 2001.
During the implementation process, if there are any difficulties, the Ministers, Heads of the Government Office, and the Steering Board of Project 112 shall propose the necessary additions and amendments and submit them to the Prime Minister for consideration and decision.
