DECISION OF THE MINISTER OF EDUCATION AND TRAINING

Regarding the issuance of the Regulations on the Competition for Excellent Lecturers in National Defense Education Courses at Colleges in 2003

Pursuant to Decree No. 86/2002/NĐ-CP dated 05/11/2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON DECREE NO. 29/CP dated 30/3/1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training.

At the proposal of the Director of the Department of National Defense Education,

DECISION: 

Article 1. The Regulations on the Competition for Excellent Lecturers in National Defense Education Courses at Colleges in 2003 are hereby issued along with this Decision.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Heads of the Office, the Director of the Department of National Defense Education, the heads of relevant units under the Ministry, and the Principals of colleges shall be responsible for implementing this Decision.

CHARTER

COMPETITION FOR EXCELLENT LECTURERS IN NATIONAL DEFENSE EDUCATION COURSES AT COLLEGES IN 2003

(issued pursuant to Decision No. 27/2003/QĐ-BGDĐT dated June 17 2003)

PART I
GENERAL PROVISIONS

Article 1. Purpose and Requirements

1. Purpose:

To assess the teaching quality of the national defense education (NDE) lecturers in colleges, serving as a basis for management agencies and schools to direct the implementation of the course and develop plans to enhance the capabilities and qualifications of staff and lecturers.

To exchange teaching experiences, gradually reform teaching methods of NDE in colleges to continuously improve the effectiveness of NDE for students.

To promote the movement of excellence in teaching and learning the NDE course in schools.

2. The remaining 60% shall be used to supplement the operating funds of units directly responsible for public debt management at the Ministry of Finance (outside the regular state budget allocation for ongoing operations as currently provided) for the purposes specified in Article 4 of this Decision.

Content of the Competition

The competition content must comply with the NDE program issued pursuant to Decision No. 12/2000/QĐ-BGDĐT dated May 9, 2000, of the Minister of Education and Training.

The organization of the competition must be serious, objective, honest, and safe.

Article 2. Through the competition, schools will continue to develop plans to train lecturers, promote methodological activities, organize competitions at their own level well, and participate in the competition at the Ministry level in subsequent years.

Participants and Number of Competitors

1. Participants: Full-time or part-time NDE lecturers from colleges nationwide.

Article 3. 2. Number: Each college sends 1 to 2 lecturers to compete in the registered course content.

Competition Content

1. Common subject:

Practical shooting exercise with AK rifle, lesson 1 (lying position with a support).

2. Specialized subjects:

Limiting the competition content within the following course sections:

Section I - Some Basic Aspects of the Party's Military Policy: Competing in lessons 2 and 3;

Section II - Some Basic Aspects of National Defense Work: Competing in lessons 1 and 3;

Section III - Some Technical and Tactical Aspects of Infantry: Competing in lessons 5, 7, and 8.

Contestants may choose to register for one lesson within the limited competition content above; the lesson they choose must prepare all lectures (within the limited content) of that section and submit them to the Secretariat before August 12, 2003, for scoring preparation work. After drawing lots, if the test topic falls within the content of which lecture, the Secretariat will return it to the contestant one day in advance for preparation.

Article 4. Contestants competing in theoretical or practical lectures must bring teaching equipment. Theoretical lectures in Sections I and II and the theoretical part of Section III are organized in examination rooms. Practical lectures on skills training content in Section III and shooting practice are conducted on training fields.

Contestants must wear uniforms uniformly according to the officer style and wear the competition badge on the left chest pocket.

Contestants must arrive at the venue for receiving the test questions or the examination site 15 minutes before the scheduled time for the Examination Sub-committee Chairperson or the Secretariat to take attendance and prepare.

Contestants must salute and report to the Examination Sub-committee Chairperson before and after the competition according to the regulations. Compliance with the formal regulations during the competition is considered as part of the evaluation criteria.

When competing in theoretical lectures, contestants can bring lecture notes, reference materials, diagrams, teaching aids, models...

PART II
When competing in practical lectures (military skills), contestants must wear full equipment as prescribed.

Article 5. ORGANIZING COMMITTEE, ORGANIZING BOARD AND JUDGING PANEL

Organizing Committee and Organizing Board

1. Competition Organizing Committee:

Chairman: Deputy Minister of Education and Training;

Vice-Chairman: Director of the Department of National Defense Education;

Members: Representatives from the Political Work Department, Teacher Department, University Department, hosting unit. Inviting representatives from the School Administration Bureau and the People's Militia Self-Defense Corps - Ministry of Defense to participate.

2. Competition Organizing Board:

Article 6. The Department of National Defense Education will cooperate with the hosting unit to establish the Competition Organizing Board.

Judging Panel

1. Chairman and Vice-Chairman of the Judging Panel:

Chairman: Director of the Department of National Defense Education;

Vice-Chairman: Leadership of the hosting organizing unit;

2. Secretary of the Judging Panel:

The Judging Panel Secretariat consists of the Head and members, specific personnel appointed by the Judging Panel Chairman.

3. Marking Sub-committees:

Based on the number of participants, the Judging Panel Chairman will decide to form marking sub-committees;

Each sub-committee has three marking officers, including one Sub-committee Head and two members, specific personnel invited and decided by the Judging Panel.

Article 7. The marking sub-committees are subject to the dispatch of the Judging Panel and must work strictly according to the principles and procedures determined in the plan. Based on the composition and number of registrations of units, the Judging Panel will assign specific tasks to the sub-committees.

Duties and Powers of the Judging Panel

1. Judging Panel:

The Judging Panel operates under the unified direction of the Competition Organizing Committee of the Ministry of Education and Training, assisting the Organizing Committee in organizing and managing all matters related to the competition. The Judging Panel works according to the principle of democratic centralism;

The Judging Panel has the authority to decide all matters related to the competition such as: organizing the competition, marking, reviewing results, and concluding the competition;

The Judging Panel is responsible for reporting the competition results to the Organizing Committee and recommending commendations from the Ministry to collectives and individuals with outstanding achievements in the competition; simultaneously reporting the results to participating units.

2. Chairman and Vice-Chairman:

The Chairman of the Judging Panel is responsible to the Organizing Committee for all matters related to the competition;

The decision to establish committees and units assisting the Examination Council: Secretariat, examination marking teams, question preparation unit, answer key preparation unit; directly directing the preparation of questions and answers.

The Deputy Chair assists the Chair of the Examination Council in each assigned area of work and replaces the Chair in handling tasks when the Chair is absent.

3. Secretariat:

Subject to the direction of the Chair of the Examination Council on all aspects to ensure compliance with the schedule, plan, and examination regulations.

Drafting the competition plan, creating schedules, recording minutes;

Preparing necessary forms and documents for the competition;

Organizing the drawing of lots for questions, collecting complete test papers;

4. Examination marking teams:

The head of the examination marking team is designated by the Chair of the Examination Council. The examination marking team has the following responsibilities:

Familiarizing themselves thoroughly with the Competition Regulations, the content of the questions and answers;

Each member accurately and objectively evaluates the contestants' submissions;

Summarizing the situation and reporting the results to the Examination Council immediately after the examination session.

CHAPTER III
FORMS OF ORGANIZATION AND METHODS OF EVALUATING RESULTS

Article 8. Examination format

The competition proceeds according to the process: Drawing lots for questions, preparing, and practicing lectures.

Contestants must submit their prepared lecture materials to the Secretariat one week before the exam and will receive them back after drawing lots for questions;

Shooting at the prone position with a shooting bench: This is a mandatory common subject for each contestant. Each contestant shoots four rounds, including one trial round and three official rounds counted towards the score (with specific rules);

Contestants taking theoretical or practical lectures must draw lots for questions at the Secretariat desk and prepare for one day. Contestants are allowed to change their questions once but the result of that subject will be reduced by one grade. If the result after changing the question meets the required standard, the original result will be maintained;

The number of practical lecture sessions is one session; specific content will be detailed in the examination form.

Article 9. Grading scale and marking principles

1. Examination grading scale:

Shooting score, according to military shooting rules:

3 rounds x 10 points = 30 points

Theoretical and practical lecture scores are calculated on a 10-point scale;

Not meeting requirements: From 0 to near 5 points;

Meeting requirements: From 5 to near 7 points;

Good: From 7 to near 8.6 points;

Excellent: From 8.6 to 10 points.

2. Marking principles:

Judges mark independently according to the contents recorded in the "Observation and Scoring Form";

The difference in scores between judges should not exceed 1 point; if the difference exceeds 1 point, the Head of the Marking Team must convene a meeting and reach consensus; if consensus cannot be reached, the Head of the Marking Team shall record this in a report to be submitted to the Examination Council for review and decision;

Currency Exchange Agent No. 1 Scores are not rounded off and may be carried to the second decimal place.

3. Calculation of examination results:

The shooting score is based on the prone position, calculated as points;

The shooting score used for individual and group classification must be the total score of the three rounds from the prone position, with a coefficient of 1;

The theoretical or practical lecture score is the average of the three judges' scores multiplied by a coefficient of 3;

The total score of each individual is the sum of the two calculated scores with coefficients applied;

Article 10. Method of scoring specialized subjects and ranking achievements

1. Scoring method:

The 10-point scale is divided as follows:

a. Preparation work: 2 points

Adequate preparation of the lecture according to requirements (sufficient number of topics, correct and comprehensive content, and necessary procedures, scientific presentation) (1.5 points)

Having sample forms, teaching equipment, and learning models (0.5 points).

b. Practical lecture: 8 points

Accurate and comprehensive delivery of content (2 points)

Effective application of theory to practice (2 points)

Good pedagogical methods (3 points)

Effective use of teaching equipment (1 point)

Deviation from the content during the practical lecture will result in point deductions depending on the severity, deducting 0.5 points for every 3 minutes over the specified time.

2. Ranking achievements:

Individuals with higher scores will rank higher. If individuals have the same score, the one with a higher practical lecture score will rank higher. If the practical lecture scores are the same, the one with a higher pedagogical method score will rank higher; if still the same, they will be ranked equally.

Article 11. Venue and time of examination

1. Venue for organizing the competition: Do Son - Hai Phong.

2. Time of examination: From August 17 to August 24, 2003.

PART IV
ASSURANCE WORK, REWARDS, AND DISCIPLINE

Article 12. Assurance work (there is a separate assurance plan for the competition)

Schools ensure funding for food, accommodation, travel, and living allowances for participating lecturers according to Circular No. 93/1998/TT-BTC dated June 30, 1998, issued by the Ministry of Finance regarding the expenditure regulations for conferences and Circular No. 94/1998/TT-BTC dated June 30, 1998, issued by the Ministry of Finance regarding the travel expenses regulations for state civil servants traveling domestically. Additionally, schools are encouraged to provide financial support to create favorable conditions for lecturers to prepare well and participate in the competition.

Article 13. Outstanding Lecturer and Rewards

1. National Outstanding Lecturer:

A national outstanding lecturer in the subject of Military Education must meet the following criteria:

Achieve a shooting score of 25 points or more;

Achieve an excellent score in specialized teaching: 25.8 points or more;

The minimum total score must be 50.8 points.

No violation of the Competition Regulations, unit discipline, or national laws resulting in reprimand or higher penalties.

2. Reward:

Schools with participating lecturers will be presented with commemorative flags;

Lecturers recognized as outstanding lecturers of the competition will be awarded a certificate of national outstanding lecturer along with monetary rewards;

Three (03) outstanding lecturers (with the highest total scores, second, and third) will be honored with certificates of merit and monetary rewards by the Minister of Education and Training according to state regulations.

3. Reward for shooting competition:

Monetary rewards for individuals with the highest total scores in the shooting competition;

Article 14. Disciplinary Measures

Individuals and groups violating the examination regulations will be dealt with according to the severity of the violation as follows:

1. For contestants violating the regulations, the following measures will be taken:

Reprimand, continue the examination but reduce the result of that subject by one grade or suspend the examination of that content;

Warning and suspension of all examination contents.

The deduction of points and downgrading of examination results shall be decided by the Head of the Examination Committee. The suspension of examinations and the handling of disciplinary measures mentioned above shall be decided by the Chairman of the Examination Board. All violations must be documented; if the examinee does not sign, all examiners of the Examination Committee must sign and clearly indicate that the examinee did not sign. Cases proposing to suspend the examination must be promptly reported to the Examination Board.

2. For other violators, disciplinary action shall be taken according to the regulations decided by the Chairman of the Examination Board;

3. Violations beyond the jurisdiction of the Examination Board shall be handled in accordance with state laws.

Article 15. RIGHT TO APPEAL

Individuals and groups have the right to appeal (in writing) to the Examination Board when there are signs of negative behavior such as: Violation of the rules and internal regulations during the conduct of the competition. The Examination Board must resolve all appeals before the end of the competition.

Article 16. Final Article

The Competition Rules must be disseminated to all members prior to the commencement of the competition. Members of the Examination Board, secretariat, question-setting and answer-checking units, staff, and examiners must thoroughly understand and strictly adhere to the Competition Rules; they must provide specific guidance for participants to follow.
