DIRECTIVE OF THE PRIME MINISTER
On Enhancing Activities for Women's Progress at
Ministries, ministerial-level agencies, government agencies, and
provincial and municipal people's committees under the central government

Economic growth must be accompanied by cultural development and the realization of social progress and equality. Therefore, the Party and State attach particular importance to women's progress and gender equality, considering it one of the important tasks in the country's development. In recent years, with the efforts of various sectors, levels, and the Vietnam Women's Union, Vietnamese women have made significant advancements. Ministries, sectors, and localities have actively promoted women's roles, developed and implemented national plans and strategies for women's progress; drafted and submitted relevant laws and policies to competent state authorities; monitored, urged, and inspected the implementation of laws and policies concerning women. However, there are still weaknesses that need to be addressed: the notion of valuing men over women persists in the thoughts and actions of many people; many poor women work excessively hard for low income; the situation of women and children being trafficked abroad remains complex; not a few women and children remain victims of violence. Additionally, some ministries, sectors, and localities have not truly prioritized and created conditions for activities aimed at women's progress.
To effectively implement women's basic rights in all areas of political, economic, cultural, and social life in the future, the Prime Minister issues the following directive:
1. Ministries, ministerial-level agencies, government agencies, and provincial and municipal people's committees under the central government must:
a) Fully grasp and implement the principle of gender equality in their work.
b) Develop and effectively implement plans for activities promoting women's progress within their agencies and localities.
c) Regularly monitor, urge, and inspect the implementation of the Party's guidelines and state laws concerning women within their agencies and localities.
d) Timely publicize and disseminate all Party guidelines, state laws concerning women, and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) within their agencies and localities.
2. Establish Women's Progress Committees at Ministries, ministerial-level agencies, government agencies, and provincial and municipal people's committees under the central government to assist Ministers, Deputy Heads of ministerial-level agencies, Deputy Heads of government agencies, and Chairpersons of provincial and municipal people's committees in implementing the tasks specified in Clause 1.
For Ministries, ministerial-level agencies, and government agencies: One Deputy Head of the agency shall serve as the Committee Chair; the Director of the Department of Organization and Cadres or equivalent position shall serve as the Deputy Chair. For provinces and municipalities under the central government: One Deputy Chairman of the provincial or municipal People's Committee shall serve as the Committee Chair; the Director of the Department of Planning and Investment shall serve as the Permanent Deputy Chair; the Chairman of the Provincial or Municipal Women's Union shall serve as the Deputy Chair. Committee members shall work on a part-time basis.
Ministers, Deputy Heads of ministerial-level agencies, Deputy Heads of government agencies, and Chairpersons of provincial and municipal people's committees under the central government shall decide on the organization, specific tasks, and list of Committee members.
The budget for activities promoting women's progress at Ministries, ministerial-level agencies, government agencies, and provincial and municipal people's committees under the central government shall be provided from the state budget and allocated in the annual state budget estimates of these entities according to the provisions of the State Budget Law.
Ministers, Deputy Heads of ministerial-level agencies, Deputy Heads of government agencies, and Chairpersons of provincial and municipal people's committees under the central government are responsible for enforcing this Directive.
The National Committee for Women's Progress has the responsibility to monitor and inspect the implementation of this Directive, reporting annually to the Prime Minister.
This Directive replaces Directive No. 646/TTg dated November 7, 1994 of the Prime Minister on organizing activities for women's progress at ministries, sectors, and localities and takes effect 15 days after its publication in the Official Gazette./.
